Job Description

IF YOU ARE HIRED PROVISIONALLY IN THE SUPERINTENDENT OF ADULT INSTITUTION TITLE, YOU MUST TAKE AND PASS THE CIVIL SERVICE EXAM WHEN IT BECOMES AVAILABLE TO BE ELIGIBLE FOR CONTINUED EMPLOYMENT.

The Division of Shelter Intake is responsible for the oversight of the day-to-day operations of the agency’s Single Adult, Adult Families and Families with Children’s intake and assessment sites, both directly run and contracted providers. This Division is responsible for ensuring that the City’s most vulnerable population can access shelter, per eligibility criteria, 24 hours a day, 7 days a week, 365 days a year.

The Department of Homeless Services is recruiting for one (1) Superintendent of Adult Institutions, who will:

  • Monitor shelter operations to ensure compliance with agency standards, stated regulations and all local laws and codes which set basis sanitation, health, and environmental standards.

  • Work closely with the security site managers and their designee to oversee the activities of security personnel.

  • Serve as Certified Fire Safety Coordinator for the shelter, ensuring that the facility is in compliance with all fire code regulations at all times.

  • Provide oversight and direction to comprehensive programs in social service, recreation, medical, occupational, mental health, and substance abuse recovery, which provide a continuum of care to shelter residents.

  • Evaluate and review the effectiveness of program operations and services; ensure maximum utilization of available services for clients; and facilitates the implementation of new programs and revisions of existing programs.

  • Participate in the planning of policies, procedures, and programs, and will interface with local Community Boards to promote good relations in the community.

  • In the absence of the Deputy Director of Operations, the Superintendent will assume his/her duties.

Hours/Schedule: Sunday – Thursday - 4pm to 12am

Qualifications

  1. A four year high school diploma or its educational equivalent and six years of full-time experience in any of the following:

(a) Management of a hotel, summer resort, large lodging house, rooming house, home for the aged, nursing home, or an institution providing congregate care; or

(b) As a commissioned or non-commissioned officer in command of a military or paramilitary unit, or as a supervising law enforcement specialist concerned with the overall analysis of security problems; or

(c) Supervision of an organizational segment of at least five individuals engaged in providing social services to a disadvantaged client population or;

  1. Education and/or experience equivalent to "1" above. A baccalaureate degree from an accredited college may be accepted as the equivalent of two years of experience. A master's degree in social work from an accredited school of social work may be accepted as the equivalent of one additional year of experience. Casework experience in a Welfare Shelter or comparable institution may be substituted on a year-for-year basis up to a maximum of four years. However, all candidates must have a four-year high school diploma or its educational equivalent and at least two years of supervisory experience in one or more of the areas listed in question "1" above.
