The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

Under the supervision of the Associate Director of Contract Negotiations and the Senior Director of Research Operations, the Senior Subaward Officer serves as the lead team member of the Sponsored Projects Administration (SPA) Subawards unit, which is responsible for the processing, negotiation, issuance and tracking of subawards for externally funded grants and contracts from federal and non-federal sponsors.

The Senior Subaward Officer is responsible for preparing and issuing outgoing subawards, including modifications to active subawards, on behalf of Sponsored Projects Administration (SPA). The Senior Subaward Officer will work directly with Investigators, Department Administrators, external collaborators, and SPA Pre-/Post-Award Staff to manage, develop and issue subawards as well as assist with post-award activities related to subaward.

Responsibilities

  • Draft outgoing subaward agreements in collaboration with the Principal Investigator, Department Administrator, SPA Project Officer, with input from the program/project personnel.
  • Process and/or negotiate subawards and amendments in collaboration with the Associate Director of Contract Negotiations or Contracts Officer.
  • Review budgetary information and appropriate compliance information regarding the subaward and provide guidance and feedback as appropriate to the department.
  • Use established workflows to move subawards to completion.
  • Track progress on subawards in the Subaward Master Tracker (or other appropriate database) to ensure a current record of pending and finalized subawards.
  • Participate in the development and implementation of office policies and procedures with a focus on maintaining and updating subaward standard operating procedures.
  • Maintain up-to-date knowledge and expertise in federal and state agency regulations and policies, including Uniform Guidance.
  • Review final documents prior to releasing fully executed subawards for accounts to be established or for commitments to be encumbered on Prime Award.
  • Create records and maintain entries into the Federal Subaward Reporting System (FSRS) to ensure compliance with the Federal Funding Accountability and Transparency Act (FFATA). Must ensure FFATA reporting records are up-to-date.
  • Utilize current systems, reports and tools to facilitate the subrecipient monitoring process, in collaboration with the Office of Research Policy and Indirect Cost (RPIC).
  • In accordance with Uniform Guidance, conduct and coordinate risk analysis on potential sub-recipients to determine the subrecipients ability to meet compliance requirements and/or need for additional monitoring and reporting.
  • Responsible for procuring authorized signatures on subaward documents for execution.
  • Conduct Restricted Party Screening on all applicable entities.
  • Escalate areas of non-compliance by working with the Associate Director of Contract Negotiations and/or Directors and key contacts at the subaward institution to seek remedy.
  • Actively participate in weekly and general staff meetings.

Minimum Qualifications

  • Bachelor's degree and/or its equivalent required.
  • Minimum of three (4) to five (5) years related experience.

Preferred Qualifications

  • The candidate must be able to work independently with prior project management experience.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and presentation skills.
  • Proficient organizational skills.
  • Demonstrated ability to multi-task and prioritize in a fast paced, high volume environment.
  • Strong computer skills required, including, Microsoft Office (Word, Excel, SharePoint).
  • A working knowledge of Uniform Guidance Regulations and the Federal Acquisition Regulations.
  • A basic knowledge and familiarity with subcontracting principles and procedures.
