The Mayor’s Office for Economic Opportunity (NYC Opportunity) works to reduce poverty and broaden opportunity by advancing the use of data and evidence in program and policy design, service delivery, and budget decisions.

The initiatives that you will work on all share the common goal of delivering more effective services and helping residents address poverty-related challenges. NYC Opportunity operates a portfolio of digital tools and offers our expertise across multiple areas, including facilitating data integration to improve social service performance, easing access to services and programs, and designing new digital and in-person services with agency partners.

Product Team

The Product team builds and maintains technology products to improve the lives of low-income and vulnerable New Yorkers. Digital products we work on include: ACCESS NYC, Equity NYC, Growing Up NYC, and Working NYC. The team also helps inspire and shape how the City of New York uses modern, agile and user-centric approaches to build technology products.

Responsibilities

The Senior Product Manager for our Benefits Access portfolio manages a suite of digital products that connects millions of New Yorkers to social services and benefits. They will drive new feature development, refinements, and maintenance for ACCESS NYC. They will also drive the growth and adoption of the NYC Benefits Platform, open-source tools we develop and maintain in tandem with ACCESS NYC.

The Mayor’s Office for Economic Opportunity (NYC Opportunity) is seeking one (1) IT Project Specialist to function as a Senior Product Manager.

The Senior Product Manager will create and foster strong relationships with senior and executive level stakeholders across government. They will manage cross disciplinary teams to create impactful digital solutions, and center community in their work. The Senior Product Manager will supervise a Content Policy Analyst and Product Fellow who will support NYC Opportunity’s benefits access products.

The Senior Product Manager will:

  • Define and drive the product vision, strategy, and continued growth of ACCESS NYC and related

benefits access services.

  • Keep abreast of and translate policy and administration goals into digital product solutions that

create meaningful impact for NYC residents and administering social service agencies.

  • Build and maintain relationships with senior and executive level stakeholders across City

government (and sometimes State and Federal) to collaborate on projects.

  • Lead multidisciplinary project teams to research and define problems, assess potential

opportunities and impacts, align on success measures, and manage implementation plans for

new projects.

  • Collaborate with design, technology, data, and other internal and external teams to drive the

product development lifecycle.

  • Utilize user research, analytics, and other methods to make product decisions and set priorities.

  • Manage procurement and contracting with vendors.

  • Maintain product development timelines and scope.

  • Facilitate requirements gathering activities with representatives from appropriate business

operational units, other application support teams, and external agencies and vendors

  • Create product launch plans and ongoing marketing strategies.

  • Manage and coach junior staff, including a product fellow and potential other staff.

Qualifications

  1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

  4. Education and/or experience which is equivalent to "1", "2", or "3" above.
