Citigroup Recovery and Resolution Planning - Head of RRP Regulatory Submissions in New York, New York

Reporting to the Head of Resolution & Recovery Planning (RRP), the Head of RRP Regulatory Submissions is responsible for leading and providing oversight and support of the strategy, development, quality control, and submission of Citi’s Recovery (Citigroup, CBNA) and Resolution (IDI, 165(d)) plans. This individual will lead a team of experienced RRP professionals and partner closely with various senior stakeholders and subject-matter experts (SMEs) to prepare RRP submissions aligned with senior management and regulatory requirements and expectations.

Responsibilities

  • Lead the Regulatory Submissions function within the RRP team

  • Collaborate with various internal teams such as Risk, Operations, Treasury, Finance and Legal to gather necessary inputs for RRP submission

  • Develop the executive summary and key central chapters of the Recovery and Resolution Plans

  • Provide SME guidance working with the business and enterprise functions to set direction and advise on RRP strategies

  • Define production calendar and manage end-to-end coordination of RRP regulatory submissions

  • Coordinate review and challenge as well as quality control across all Recovery and Resolution plan components

  • Develop summary and supporting materials to support Board and other required signoffs on the Plans

  • Develop traceability for regulatory requirements, expectations, and peer practices and ensure plans and capabilities align

Knowledge, Experience, and Skills

  • Education: Bachelor’s or master’s degree in business, finance, economics, law, or related fields

  • Experience: 12+ years of relevant experience in corporate treasury, risk management, financial regulation, project management, or similar fields

  • Leadership Skills: Ability to develop, motivate, and lead a team, effectively manage complex projects, and make decisions in a fast-paced environment

  • Communication Skills: Excellent oral and written communications skills; must be articulate and provide direction with judgement and authority to enable effective engagement with senior stakeholders

  • Expertise: Skills and experience updating, producing, and validating Recovery and Resolution Plans or other regulatory filings

  • Understanding of Regulatory Environment: Deep knowledge of financial regulations and requirements, particularly those relating to recovery and resolution planning

  • Capital and Liquidity Management Knowledge: Should understand and have had exposure to the interplay between capital and liquidity management and contingency planning, including RRP

  • Risk Management Skills: An understanding of the principles and applications of risk management. The ability to identify, assess, and mitigate risks across all risk stripes

  • Compliance Management: Knowledge and experience in ensuring compliance with regulatory requirements as well as experience representing large financial institutions (preferably G-SIBs) with regulatory bodies (e.g., OCC, FDIC, FRB, PRA, EBA, etc.)

  • Analytical Skills: Highly developed analytical and problem-solving skills

  • Technical Skills: Proven track record with project management and project management tools (e.g., Wdesk, Microsoft Product Suite) to manage large scale regulatory submissions of 1000+ pages across 30+ stakeholder groups representing all of Citigroup

  • Organizational Skills: Capable of managing multiple priorities and meeting tight deadlines in a dynamic work environment

  • Teaming: Proven track record engaging and partnering with Business Unit (BU) leaders and cross-functional teams (e.g., Risk, Audit, Legal, Compliance, Technology, etc.

  • Continuous Improvement: Extensive knowledge of / ability to gather industry perspective, thought leadership and peer practices to facilitate continuous improvement
