Job Description

On June 16, 2022, Governor Kathy Hochul signed the NYC Public Housing Preservation Trust Act, which authorized creation of the NYC Public Housing Preservation Trust (the Trust). The Trust is a public benefit corporation that will oversee the renovation and rehabilitation of the city’s public housing developments, owned by the New York City Housing Authority (NYCHA). NYCHA remains permanent owner of the land/buildings and enters into a long-term ground lease with the Trust to secure Section 8 vouchers, a subsidy worth double NYCHA’s current federal subsidy. Similar to how other government entities raise revenue for capital improvements, the Trust will issue bonds that fund comprehensive building renovations. The Trust Act limits the Trust’s initial unit volume to 25,000 units. No NYCHA site can convert to the Trust without a positive vote of the site’s residents. Under the Act, NYCHA must develop and administer a voting process to provide residents with that choice.

Position Summary

The Procurement & Operations Manager will play a pivotal role in the Public Housing Preservation Trust by ensuring excellence of operations in procurement, contracting, and other core operational services. The Procurement & Operations Manager will manage and oversee the Trust’s contracting and procurement efforts, coordinate task orders and payments, space and office management, and set up and implement new processes and policies, as needed. The Trust is seeking a candidate experienced in procurement and contracting, but who is excited about learning new content areas and building out a new agency. From contract and procurement administration to office operations, scheduling and logistics, and special projects and analysis, selected candidate will play a key role in moving the Trust’s work forward every day and have the opportunity to work across content areas to move projects and processes forward.

Primary Responsibilities

The primary responsibilities of the Policy & Operations include, but are not limited to the following:

  1. Support the administration of the Trust’s various contracts, including executing processes to ensure that prospective contractors meet the Trust’s requirements for vendor integrity, and vendor payments.

  2. Oversee the procurement process for all third-party engagement including, among other things, sole source, lump sum low bid “sealed envelope” bidding, micro-purchases and alternative delivery projects, including attending site visits, meetings with respondents, and more to create a fair and equitable playing field for all vendors.

  3. Establish tracking and project management systems to ensure accurate reporting to our Board of Trustees and the general public, including reporting on contracts, M/WBE spend, and Section 3 goals.

  4. Manage the task order process and ensure that outstanding contract obligations are recorded promptly to ensure accurate budget and cash forecasts.

  5. Manage the administrative and operational needs of the Trust team, including space and office planning, supply management, and more.

  6. Recommend (and facilitate, where possible) IT solutions including with regard to the creation and maintenance of dashboards to track progress and support analysis.

  7. Execute special projects and analysis as needs arise.

Qualifications

  1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or

  2. A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or

  3. A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above.
