Job Description

The nation's leading local health department seeks a .NET Developer to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations.The Bureau of Application Development and Database Administration is seeking a dynamic individual who will work on .NET Financial and Human Resources systems. The developer will be responsible for the development of new systems as well as enhancement and bug fixes to existing applications.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Work on multiple and simultaneous intranet and public-facing web applications built in .NET of varying degrees of complexity and priorities. Technologies include C#, .NET 4.0/4.5, Angular, MVC5+, ADO.net, Web Services/Web APIs, HTML5, CSS, Javascript, JQuery, Bootstrap, Microsoft SQL 2012/2016 Develop complex ETL data transformations using SSIS and stored procedures and conducting performance tuning to optimize the system.

Create and develop Microsoft SSRS reports and stored procedures utilized within the applications. Work closely with the Technical Lead and the Project Manager to review requirements and provide work effort estimations. Provide status updates to project manager and technical lead. Provide architecture oversight and code review of vendors.

Resolve all security scan issues identified and create a knowledge-base of common security issues. Develop and maintain IT architecture diagrams of enterprise, business, data, security and / or technology architectures for IT solutions, concepts and strategies to meet business requirements for target audiences. Define and maintain the methodology, principles, roadmap, standards and guidelines for IT architecture team for security, reuse, interoperability and integration.

Confirm the conformance of applications, components and service to established standards. Ensure compliance with architecture standards and guidelines throughout the application development lifecycle. Assist with major internally-developed projects and new software products, including continued support, documentation and training. Identify probable system problems or design flaws and escalates issues to upper management before serious performance impact.

Continuously learn new technologies and participate in adoption of new technologies. The developer will examine the defensive systems and provide reports based on test results. The professional must keep themselves updated with the new trends and procedures. They are responsible for analyzing new methods of intrusion.

Qualifications

  1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or

  2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or

  3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
