Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.

Its design team performs in-house designs, conducts field inspections, and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.

The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.

The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings within the five boroughs.

The DCAS Trade Shops help with all in-house construction and repair services needed within DCAS-managed sites. The Shops perform small-scale renovations such as partitions/drywall work, rough and finish carpentry, interior/exterior painting, electrical and plumbing repairs, structural steel, concrete, and masonry work and manufacture in-house replacement of parts for obsolete equipment and locksmith services and Mayoral Ceremonies and Special Events.

Responsibilities:

Under the direct supervision of the Executive Director of Mechanical Engineering the candidate will evaluate existing mechanical systems and prepare design drawings based on equipment needs, and/or as discussed with Building Engineers, DEM and the Executive Director of Mechanical Engineering. The candidate’s duties will include, but are not limited to the following:

  • Provide in-house AutoCAD based design drawings for filing with regulatory agencies, such as the Landmarks Preservation Commission and/or the Department of Buildings.

  • Prepare project’s construction schedules.

  • Prepare, review and/or file with DOB design documents (as applicable).

  • Responsible to review the consultants design drawings for current and new mechanical systems within DCAS-managed buildings.

  • Perform progress inspections that are in accordance with in-house designs.

  • Coordinate with unit in-house technical staff design details before and during construction.

  • Review and process consultant’s and contractor’s payment requisitions, verify its compliance with contractual terms, percentage, completion, and budget availability.

  • Consult with client agencies through project development.

  • Develop construction cost estimate.

  • Perform progress field inspections during the construction phase to ensure proper installation of the equipment is in conformance with code and contract drawings.

  • Prepare and submit field reports to DCAS project manager and to the Director of Engineering.

  • Perform commissioning of mechanical systems throughout DCAS facilities with a primary focus on DCAS Capital projects.

  • Prepare in-house estimates for change orders and participate in the change order negotiations.

  • Provide Capital improvement planning/prioritization recommendations pertaining to buildings mechanical systems under modernization projects and submit the budget estimate/new needs requests.

  • Help the project manager in the review and evaluate consultant/contractor invoices to ensure proper charges and payments are made through projects completion.

Qualifications

(1) Four (4) years of full-time, satisfactory experience in mechanical engineering work; and

(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in mechanical engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the mechanical engineering experience required in “1" above.

Special Note:

In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
