Parsons NY/NJ Region has been incredibly successful in recent months and are looking for an experienced Lead Traffic Engineer / Program Director to support complex, transformational projects that will help shape the NYC Metropolitan Region for generations to come. POSITION OVERVIEW:

  • As Program Director, applicant would be responsible for project delivery, and in such capacity expected to provide direction and management for every phase of significant projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

  • Must be capable of managing a project or program valued up to, or in excess of, $1 billion in total installed cost.

  • Prior experience must include significant project management or construction management assignments at the Program Director level.

  • Experience should also include operations management of personnel and facilities.

  • Hybrid work arrangements available, with 3 days in-office preferred.

  • Applicants with operational experience (talent acquisition, sales, profit & loss management, human resources, and client management) would be given preferential evaluation.

SPECIFIC RESPONSIBILITIES:

  • Expected to act as the Company representative with the client and selected subcontractors during program execution.

  • Must be capable of negotiating changes to the scope of work with the client and key subconsultants.

  • Must have demonstrated success in collaborating with Business Development to market and secure additional work with client.

  • Responsible for following up on instructions and commitments associated with the project, and may be expected to participate in negotiations with regulatory agencies and in public meetings in support of clients.

  • Oversee establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

  • Establish the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.

  • Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned project, and would be responsible to assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.

  • Expected to have upwards of 10 direct reports and to implement performance reviews and development plans for staff.

  • Mobilize company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.

  • Collaborates with the office facilities staff as required.

  • Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project, and ensure that the project meets or exceeds goals established in these plans.

  • Works with the key project individuals to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work and advise the client and company management of any such changes.

  • Promote technical and commercial excellence on the project through application of Quality Assurance processes and through cultivating a strong culture of excellence, consistent with Parsons Core Values (https://www.parsons.com/our-values/) .

  • Monitor and report to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.

  • Establishes weekly meeting to review project status and formulate action items.

REQUIRED:

  • Applicant must have a 4 year degree and extensive, relevant experience (25 years minimum) with NYSDOT, NYCDDC, PANYNJ and/or NYCDOT in a lead, client-facing role and be a registered Professional Engineer in the state of New York.

  • Must have demonstrated success in leading the technical development (traffic analysis, highway safety improvements, intersection design) for one or more of the above listed agencies, for projects in excess of $1 Billion in total installed cost.

Salary Range:

$149,900.00 - $310,000.00
