Job Description

The mission of City of New York (City) Mayor’s Office of Media and Entertainment (MOME) is to support and strengthen New York City's creative economy and make it accessible to all. The agency comprises four divisions: the Film Office, which coordinates film and television production in public places; NYC Media, which operates the City of New York’s television and radio network (Network); workforce and educational initiatives in film, television, theater, music, publishing, advertising and digital content; and the Press Credentials Office, which issues press cards.

The Network consists of the broadcast television station WNYE-TV (with the main channel and two sub-channels), four cable channels, and the broadcast FM radio station, WNYE-FM. The Emmy-award-winning NYC Media provides New Yorkers with an important window into municipal government, a source of non-commercial educational programming about issues and matters relevant to New Yorkers, and a source of entertainment. It also provides emergency public health and safety messaging to New Yorkers, directly from the President, the Mayor, and other governmental officials.

NYC Media is seeking a qualified Network Administrator to oversee networking, primarily for production and broadcast transmission and distribution. This is an exciting time to join NYC Media as we are currently constructing a new media production and distribution system. The system will be based on the SMPTE-2110 suite of standards for media transport.

Responsibilities will include:

  • Maintenance and required upgrades of all NYC Media networks and subnets;

  • Coordination with the NYC Office of Technology and Innovation (OTI) to ensure interoperability between NYC Media networks and any interfaces with OTI networks, including ensuring that

    OTI systemwide upgrades do not adversely affect NYC Media operations;

  • Coordination with engineering for the design and integration of all current and future broadcast devices (servers, routers, switchers, encoders, etc.);

  • Ensure all proper routing from all internal and external sources to ensure accurate receipt, transfer, storage, and playout of live and pre-recorded video and audio programs;

  • Maintenance and updating of diagrams and system designs to ensure continuous accuracy for reference by engineering staff and OTI network staff;

  • Maintenance of firewalls, in conjunction with OTI when appropriate, to ensure security between OTI and any external vendors that require access as well as for the network in general;

  • Interconnection with other NYC Media facilities and units, including, but not limited to NYC Media post-production, NYC Media live production facilities and NYC Media radio and television

    transmitters;

  • Ensure proper interfaces with the network and all external circuit connections to NYC Media service vendors and providers including master control services providers, cable companies and

    vendors of broadcast equipment that resides on the network;

  • Ensure the overall security and integrity of the network, including by coordination with OTI Network and Cybersecurity;

  • Handle special projects and initiatives as assigned.

HOURS/SHIFT

Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

Qualifications

  1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or

  2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or

  3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
