City of New York HR/PAYROLL JOB ADMINISTRATION and TECH SUPPORT MANAGER in New York, New York

Job Description

The Financial Information Services Agency and the Office of Payroll Administration (FISA-OPA), seeks to hire a candidate responsible for managing the FISA-OPA HR/Payroll Job Administration and Tech Support Teams consisting of 5 distinct teams. The Technical Support Team is one of the teams managed by this role. These technologists are primarily responsible for the setup of application schedules and application flows. They are tasked with specifying run-time parameters and migrating software to the production and test environments. The other 4 teams this manager is responsible to manage are 4 separate Job Administrator Teams/Shifts who are primarily responsible for monitoring job flows. The jobs being run execute on either a z/OS mainframe or UNIX server. The selected candidate will be responsible for ensuring that all production work schedules are processed, as required, by developing and maintaining procedures and standards that effectively allows said schedules to be processed. These schedules are processed on multiple environments using a central CA Scheduler from an IBM Mainframe.

Additional tasks of the ideal candidate are listed below:

  • Responsible for the Batch Processing of the City of New York HR/Payroll Applications; said applications reside on multiple platforms

  • Responsible for the creation of multiple mainframe testing environments connected to a corresponding UNIX environment for the HR/Payroll conversion from an IBM DB2 Environment to a UNIX Environment using ORACLE, shell scripting and java.

  • Responsible for a 24/7 support of the production applications as well as various development and testing groups. Responsible for the design of job naming standards for various environments managed and processed in the same IBM LPAR.

  • Responsible for the design and implementation of various development; testing; prod-ready and production schedules exceeding 2000+ batch jobs.

  • Work closely with banking industries in the testing and implementation of all inbound and outbound interfaces; help in the design and connections to City-Net; participate in the selections and testing of encryptions protocols to be used for file transfers.

  • Oversee staff training for the new HR/Payroll CityTime system technologies including the design and timely executions of various job streams, ie., nightly batch cycle; weekly batch cycle; month closes. The design includes: job flows; job schedules; customizing all batch jobs to adhere to FISA naming standards; build GDG Indexes; libraries and interface with application development and support groups in various stages of planning and products implementation.

  • Responsible for the User Acceptance Testing (UAT), environment design, batch testing and the migration of accepted sub systems into the production environment.

  • Support the user communities in the electronic transfer of test data for the HR/Payroll acceptance testing, including the actual testing of various documents in HR/Payroll format as well as legacy format.

  • Develop, test and implement direct deposits for the City of New York vendors using Connect:Direct software protocol.

  • Ensure that all application changes to the production environments are properly implemented to include testing, documentation and associated operational procedures. Ensure library maintenance and emergency procedures are in place and functional.

  • Assist in the Disaster Recovery (DR) exercises, as scheduled.

Qualifications

  1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to information technology service management, process management, operations;

  2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to information technology service management, process management, operations;

  3. Education and/or experience which is equivalent to "1" or "2" above.
