The New York City Department of Housing Preservation and Development (HPD) is the nation’s largest municipal housing preservation and development agency. Its mission is to promote quality housing and diverse, thriving neighborhoods for New Yorkers through loan and development programs for new affordable housing, preservation of the affordability of the existing housing stock, enforcement of housing quality standards, and educational programs for tenants and building owners.

The Division of Economic Opportunity and Regulatory Compliance ("EORC") ensures property owners and contractors comply with integrity, labor law and economic opportunity requirements on agency-assisted projects in support of the agency's work to develop and preserve high quality housing in thriving and diverse neighborhoods.

Job Description

EORC is seeking a detail-oriented and organized individual to join the team as Director of the Systems Administration & Engagement Services (SAES) unit. Under the direction of the Assistant Commissioner with great latitude for independent action, the SAES Director will be responsible for the analysis, design, development, implementation, enhancement, maintenance and security of database management systems, operating systems, data communications systems, applications, mobile applications, websites, and/or related software functions.

Tasks include, but are not limited to, the following:

  • Supervise a unit engaged in work related to the above areas or independently perform related work of a highly complex, technical nature.

  • Diagnose problems and communicate technical issues to technical and non-technical audiences.

  • Create, maintain, and implement source code and participate in application analysis and testing.

  • Prepare program specifications and diagrams, develop logic flowcharts, document program development and revisions.

  • Create quarterly performance reports for EORC teams.

  • Serve as a EORC’s liaison with HPD Tech for technical support.

  • Develop and streamline automated reports to track performance metrics.

  • Develop and manage outreach strategies.

  • Manage outreach coordinators tasked with supporting the division’s fair housing outreach and education programs.

  • Provide training and technical support to internal and external partners utilizing EORC’s data and compliance systems.

  • Facilitate the division’s fair housing outreach and education programs and act as a liaison with internal and external partners.

  • Provide training and technical support to unit directors to perform sophisticated data analysis and identify new areas of data collection.

  1. A baccalaureate degree from an accredited college and four (4) years of full-time satisfactory professional experience in Information Technology, Computer Science, Public Administration, Business Administration, Data Science, Data Analytics, Procurement, Regulatory Compliance, Banking, Finance, Economic and Workforce Development, Labor Relations, Public Policy, Urban Planning or related field and at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above;

Or

  1. Education and/or experience which is equivalent to "1" above. Graduate study in the field of Public Administration, Business Administration, Statistics, Information Technology, Computer Science, Data Science, Data Analytics, Public Policy, or related field may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have five years of work experience including at least 18 months of executive, administrative, managerial, or supervisory experience as described in "1" above.

Qualifications

(1) A four-year high school diploma or its educational equivalent plus a certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project; or

(2) A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience as described in “1” above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or

(3) A four-year high school diploma or its educational equivalent and five years of satisfactory, fulltime experience as described in “1” above, including one year of which must have been in a project leader capacity or as a major contributor on a complex project; or

(4) A satisfactory combination of education and/or experience which is equivalent to “1,” “2,” or “3” above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and three years of satisfactory, full-time large-scale mainframe computer operations or three years of satisfactory data communication network experience in a mainframe environment, one year of which must have been in a project leader capacity or as a major contributor on a complex project.
