City of New York Contract Voucher Associate/PE Coordinator in New York, New York

Job Description

*Only those serving in the permanent civil service title of Principal Administrative Associate will be considered.

The Bureau of Procurement and Fiscal Services mission is to provide comprehensive purchasing and fiscal management for the agency. The services offered by the bureau include procurement administration, grants management, disbursement management, payment review, City tax levy budget coordination, capital project accounting, contracts administration as well as other related activities.

The Fire Department, City of New York (FDNY), seeks a per-diem Principal Administrative Associate Level 2 in the Bureau of Fiscal Services. Reporting directly to the Deputy Agency Chief Contracting Officer, the successful candidate will:

Review payment vouchers for formal contracts in terms prevailing wage rates, MWBE requirements and compliance with the contract terms & conditions. Process preliminary approval of vouchers and reject vouchers when appropriate. Ensure that payment requests are in accordance with PPB Rules and Comptroller directives.

Under direction of the DACCO, will act as facilitator of all annual contractor performance evaluations for the agency; prepare Performance Evaluations (PE) thru PASSport; verify vendor contact info and agency Project Mgrs. Maintain internal tracking spreadsheet, noting submission dates to Project Managers and following up for responses for submission in PASSport and approval by the DACCO.

Will provide ancillary support in the administration of the FDNY P-Card program as, assisting in modification of user profiles, replacement of cards due to loss or fraud activity, and the generation of monthly statements for review and payment purposes.

Qualifications

  1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or

  2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or

  3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;

  4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
