Job Description

The NYC Department of Sanitation, Division of Waste Management Engineering is responsible for the design, construction, closure, post-closure care and end use development of the 2,200-acre Fresh Kills Landfill in Staten Island.

The office is seeking a Civil Engineer. Under direction, the candidate will perform highly difficult and technically complex civil/environmental engineering work and may supervise staff and/or contractors/consultants on projects associated with the facility upgrades, engineering, construction, post closure care and end use development projects at the Landfill.

Post-Closure Care projects include operation, maintenance and upgrades of leachate containment, collection, conveyance, and treatment systems; landfill gas collection, emission, and migration control systems; landfill gas processing; inspection and maintenance of storm water management system; and environmental monitoring and reporting programs for landfill gas emission and migration, groundwater and surface water quality, leachate treatment and control and SPDES discharges.

The selected candidate will work closely with engineering and technical staff on tasks as follows:

  • Under direction, conduct, plan and review the work of staff and contractors, to ensure that sound engineering judgment is being utilized

  • prepare engineering reports on the construction, post closure care and end use projects for the Fresh Kills Landfill

  • update facility plans, reports and records

  • prepare Request for Proposals, bid solicitations and scopes of work for landfill engineering, post closure care and construction services

  • prepare schematic designs

  • collect and analyze operational and environmental monitoring data

  • document and track regulatory actions/approvals

  • provide project and contract management tasks.

Some of the physical activities performed by Civil Engineers and environmental conditions experienced are:

  • walking to and from inspection sites and during inspections

  • climbing and descending ladders or stairs to get to areas to be inspected

  • standing for an extended periods of time

  • opening circular manhole covers

  • bending and stooping during inspections

  • working in confined areas

  • distinguishing colors

  • wearing hard hat and respirator for manhole inspections

  • communicating orally

  • carrying clipboard and inspection forms

  • climbing around and over various objects

  • walking in areas that may be damp, dark, dusty, smoky or acrid

  • working outdoors in all kinds of weather.

Qualifications

(1) Four (4) years of full-time, satisfactory experience in civil engineering work; and

(2) A valid New York State Professional Engineer’s License. Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.

Special Note:

In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
