Summary

The Assistant Director, Project Management is responsible for managing the development, implementation , and monitoring of engineering information systems addressing disciplinary design workflows, processes, design and construction document control, storage and retrieval, project status reporting , and adoption of new technology supporting Engineering Applications for capital & operating project delivery or a distinct subset of a facility program within the Bridges & Tunnels business unit in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for project management activities that support the effort to ensure project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.

The Assistant Director, Project Management facilitates monitoring project status, mitigating risk, and resolving project issues, consulting with and providing recommendations to senior management for critical issue resolution. This position coordinates project delivery activities with C&D and operating agency personnel and manages staff, contractors, consultants, and agency forces in the safe and efficient execution of capital & operating projects.

Responsibilities

The Assistant Director, Project Management is responsible for successfully managing and mentoring staff to assist in delivering complex capital & operating projects. The incumbent is responsible for providing technical support to C&D staff and consultants in the usage of Engineering Applications , including but not limited to CADD, BIM, GIS, ProjectWise, ASITE, Primavera P6 Cloud, PSR , and Hexagon EAM systems. Provide training to in-house staff for all engineering information systems.

In addition, responsib ilities include oversite for new system initiatives , including.

Development of new and/or updated guidelines for Over-Dimensional/Overweight (ODOW) vehicle s and processing of permits for vehicles crossing over B&T facilities.

Management of the day-to-day operation as required by C&D and MTA IT directives/procedures.

Identify computer application/hardware issues and risks and ensure timely resolution and mitigation.

Recommend solutions to senior management for the resolution of critical issues.

Support the facility project managers in managing project activities to minimize the impact on agency operations and the public.

Create and manage project folders and activities with the project team, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.

Coordinate with MTA operating agency staff to ensure that necessary actions, approvals, and resources are in place for the team to access the project and file management applications.

Manage comprehensive project document control and retention, preparation of reports, presentations, research, and studies.

Administration of the application and SQL database server.

Education and Experience

Bachelor’s degree in Engineering or Computer Science or a related field.

Must have a minimum of eight (8) years of related experience in developing and managing computerized engineering applications .

Must have a minimum of four (4) years in the management of various computer applications, database servers, network printers , and peripherals.

Comprehensive knowledge of CADD, GIS, Document Management Systems , and Project Management Systems.

Comprehensive knowledge of operating and project management systems, networks, encryptions, Cybersecurity, and relational databases, and the ability to troubleshoot them.

Knowledgeable of Authority's practices, ODOW Vehicle Permitting Rules and Regulations and procedures.

PMP Certification preferred.

Excellent communication and interpersonal skills.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements.

Must possess excellent team - building , listening, problem-solving, and prioritization skills.

Proficient computer and printer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, toner replacement, etc.), and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
