Position Objective

Responsible for working with the EAM program manager and MNR’s EAM consultants to develop and maintain MNR’s Business Process strategy. Responsible for the development of Metro-North’s overall EAM to-be business processes and the overall Concept of Operations (Con Ops) for the trouble ticket department. This position is responsible for enhancing the to-be business processes developed by the MNR to date, will also be responsible for developing to-be systems processes meeting the overall systems needs in line with the defined business processes.

This position will be responsible for the continued development of the MNR Business processes in line with MNR’s interim EAM delivery plan and making use of best practice to accommodate both MNR’s interim solution as well as the wider EAM goals.

This role requires close liaison and communication with all departments in Maintenance of Way (M of W) and Maintenance of Equipment (M of E), to develop new business and systems processes to meet the changing needs of the program and the business. This position also requires close liaison with the other MTA agencies, but particularly LIRR (Long Island Railroad), whose business is closely aligned to that of Metro North. This liaison will identify both current and future cross organizational synergies, to leverage those synergies to create unified cross organizational processes.

Responsible for identifying new techniques, processes, and procedures, to improve MNR’s EAM approach and overall asset management efficiency and collaborate with the MNR EAM team to implement those changes across the business.

Responsibilities

  • Developing the MNR Business process strategy

  • Development of the MNR Business Processes

  • Development of a procedural approach to update MNR Business processes in line with changing EAM needs.

  • Developing new processes to maximize EAM Efficiency and keeping existing processes up to date.

    Required Qualifications

  • Demonstrated understanding of Project and Program Management principles.

  • Strong management skills with the ability to effectively communicate ideas, concepts, and facts. Adept in the identification of priorities and in the organization of activities.

  • Must be self-motivated, with the ability to motivate others and influence decisions.

  • Strong computer skills with working knowledge of various windows applications, specifically, MS Visio, Word, Excel and PowerPoint.

  • Strong business administrative skills to provide written reports and spreadsheets.

  • Ability to demonstrate a high level of initiative, professional integrity and demeanor.

  • Ability to work independently as well as in groups to achieve defined goals and objectives.

  • Strong written and verbal communication skills and interpersonal skills with the ability to effectively communicate.

  • Strong organization, administrative and management skills with ability to effectively manage multiple tasks simultaneously.

    Education and Experience:

  • Bachelor’s Degree in Engineering, Computer Science, Information Technology, Business Administration, or related field. Demonstrated equivalent experience, education, and/or technical credentials to include four (4) additional years of related experience may be considered in lieu of degree.

  • Minimum of seven (7) years of experience of Full Lifecycle Project Management, including experience with Six Sigma, Business Process Reengineering activities, or other Process Rationalization Methodology. or Business Process Reengineering activities .

    Preferred Education/Experience/Training :

  • Master’s Degree in Engineering, Business or related field.

  • Experience of Enterprise Asset Management

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
