Transportation Specialist -- 2024-13

New Cumberland PA

 

Duties include the ability to identify, classify, plan and transport cargo (both CONUS/OCONUS) resulting in mission accomplishment and success. Incumbent will be required to perform research and analyses, prepare reports/briefings and provide recommendations to the USG leads for the best course of actions for transportation, the resolution of issues or corrective actions required for a variety of transportation transactions.  Incumbent will arrange for accurate, efficient, economical and timely transportation.  The incumbent must possess the knowledge for planning the movement of hazardous material, sensitive items, export-controlled items and determining that security and safety requirements are met.

 

 

The position will require, as evidenced in documented performance the incumbent to:

 

  • Apply traffic management policies, regulations, procedures, transportation methods and practices, to include transportation characteristics of the various commodities handled; the principles and factors governing freight classification; the selection of appropriate transportation modes, freight routes, rates, and accessorial charges (both CONUS/OCONUS)
  • Perform various transportation services such as Freight Rate.
  • Be knowledgeable of the qualified carriers, rules, regulations, and requirements for handling materials.
  • Possess the knowledge as evidenced in documented performance of Hazardous Materials Certification in accordance with DoD Regulation 4500.9-R Part II.
  • Possess an in-depth knowledge of the Transportation automated systems to include Global Freight Management System (GFM), Electronic Transportation Acquisition (ETA), Financial and Air Clearance Transportation System (FACTS), and Integrated Booking System (IBS). Has a working knowledge of Military Handbook (MIL-HDBK)-138B, DoD 4500.9-R, Surface Deployment and Distribution Command (SDDC) Military Freight Traffic Unified Rules Publication, Air Freight Rules (AFTRP 5)
  • Possess the technical knowledge to recommend or takes actions, i.e., selection of transportation mode/means and verify compliance on a case-by-case review of pertinent transportation regulations and documents. 
  • Review requests for transport of cargo and determine the most appropriate shipping methods and actions required based on consideration of the weight, configuration, priority, destination, and freight classification.
  • Possess the knowledge and apply the established transportation procedures as documented in USG transportation regulations, policies, manuals, pamphlets, directives, guides, others (DoD, Army, others) for the transportation of all items to include hazardous, sensitive, export controlled, perishable/dated, others.

     

     

     

Qualifications:

  • An Active US Government Security Clearance
  • Six years of related increasingly complex and progressive experience. 
  • Related Bachelor's Degree
  • In lieu of a degree, 6 additional years of related experience is required.
  • Experience with planning and movement of hazardous materials, sensitive items, export-controlled items and determining the security and safety requirements are met.
  • Applicant must possess excellent oral and written skills.
  • Prior experience with Army Logistic systems is highly desirable.
  • Prior experience with FMS is desirable.

  • Must be able to operate a phone both making and receiving calls and taking or conveying information
  • Must communicate effectively, both verbally and in writing
