United States Fleet Forces Command SUPPLY SYSTEMS ANALYST in Naval Shipyard, Virginia

Summary You will serve as a SUPPLY SYSTEMS ANALYST in the Nuclear Materials Analysis Branch (Code 2305.6), Nuclear Material Manager Division (Code 2305), Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD. Responsibilities You will develop, analyze, evaluate, advise and improve a wide variety of supply task related work methods and procedures. You will evaluate, develop, and automate material processes, systems, financial accounting and manpower utilization in support of naval nuclear propulsion programs. You will analyze quality data using Quality Performance System (QPS), other software, and other databases to determine areas needing improvement. You will conduct classroom and practical instruction using a variety of instructional techniques and methods. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Extensive experience in monitoring, coordinating, implementing of new revised plans, policies, procedures that affect the Nuclear Material Division functions of planning, procurement, receipt, inspection, storage, control, issue and disposal as related to the naval nuclear propulsion support. Experience synthesizing knowledge of the missions, organizations, functions, and operations of Norfolk Naval Shipyard and higher echelon commands (NAVSEA, NAVCOMPT, NAVSUP, FISC). Experience utilizing specialized knowledge of the organization structure, functions, procedures, regulations and methods as related to the overhaul, alteration and refueling of naval nuclear propulsion plants; knowledge of and skill in applying complex fact findings, analytical and problem solving methods and techniques. Experience effectively communicating orally and in writing, in person and through technology, to an executive level, agency, organization, or either private or governmental audience. Experience utilizing knowledge of techniques associated with the concepts, methodology, principles and practices of management engineering. Techniques include standard setting, work simplifications, methods study, flow processing, human relations, regression and correlation analysis and other forms of statistical analysis. Experience developing statistical data, analyzing performance data, management reports and ability to use the data to identify problem areas and improve performance. Experience utilizing extensive knowledge of the shipyard Management Information System (MIS) and understanding and complete knowledge of Material Access Technology (MAT). Experience establishing and maintaining effective relationships with high level officials and/or representatives. Experience applying knowledge of Lean Six Sigma initiatives; test and measurements techniques and procedures to develop evaluation guidelines and examinations of instructional purposes. Experience applying thorough knowledge of procedures for procuring, receiving, storing, controlling, issuing, and disposing of materials, components, and equipment.
