The QC Manager will be responsible for creating, implementing, and administering the QC program. The QC Manager is required to attend partnering meetings, QC plan meetings, coordination and mutual understanding meetings. The QC Manager is required to coordinate and conduct the QC meetings, perform the three phases of control, perform submittal review and approval, ensure testing is performed and provide QC certifications and documentation required in this contract. The QC Manager is responsible for managing and coordinating the three phases of control and documentation performed by testing laboratory personnel and any other inspection and testing personnel required by this contract, including all sub-tier (subcontractors and suppliers) QC, third-party firms, and special inspection agencies. The QC Manager will oversee all QC activities, including onsite field work and supplied material source inspections, as required by Contract.

Qualifications:

  • A minimum of 5 years combined experience in the following areas:

  • Project Superintendent, QC Manager, Project Manager, Quality Engineer / Coordinator, Project Engineer, Construction Manager or equivalent roles on similar size and type construction contracts which included the major trades that are part of this contract, including structural ironwork, mechanical, and electrical trades.

    Essential Duties and Responsibilities:

  • Develop, implement, and administer QC Plan following the USACE three phases of construction quality control.

  • Ensure all project personnel and subcontractors understand and comply with the QC requirements and ensure all equipment required to perform required QC inspections are properly calibrated and serviced.

  • Act as primary liaison for Quality with the Owner's (USACE) Contracting Officer, QA personnel, and other staff.

  • Certify that all submittals are in compliance with contract requirements, and execute the submittal workflow in the USACE project management system RMS.

  • Review plans/specifications/purchase orders/work procedures to ensure requirements are met for each construction process. Ensure completion of necessary inspection reports and documentation.

  • Prepare and submit daily Construction Quality Control (CQC) reports summarizing production, inspections, and other operations performed as required by Contract.

  • Coordinate and ensure completion of Owner's punch list items and be present for the Owner's Final Acceptance inspections.

    Education requirements:

  • Graduate of a 4 year accredited college/university, or equivalent, with a degree in one of the following: engineering, architecture, construction management, engineering technology, building construction, or building science.

  • Completion of course entitled “Construction Quality Management (CQM) for Contractors” and possession of a current certificate preferred.

    Skill / expertise preferences:

  • Experience / proficiency in use of the USACE Resident Management System (RMS).
