Job Summary and Qualifications

The Project Accountant is responsible for reviewing, monitoring, and processing construction project invoices, and all contractor, architect, and other project vendor contracts, change orders and DCAs. Through review and auditing of these documents, the Project Accountant plays a vital role in ensuring compliance with our policies and procedures and other internal controls. The Project Accountant also assists the Construction Managers with all project documents throughout the duration of the project and with closeout activities at the end of a project, working with the General Contractors and other vendors to provide necessary documents and required backup.

Audit/ Inspection Responsibilities

Process project invoices. Analyze for compliance in accordance with contracts and internal policies to ensure the following are accurate:

  • Contract amounts

  • Construction billing schedule of values

  • G-702 has the appropriate signatures and is notarized

  • Cost to date / previous amounts paid

  • Reimbursable General Conditions backup is attached and costs are allowable per the contract

  • Retainage (amount held/released is in accordance with amount of work completed)

  • Waiver of lien

  • Cost Category coding

  • Correct project number and contract/purchase order numbers

  • Proper signatures by Contractor, Architect, HCA Construction Manager, etc.

  • Amount of billing makes sense in regards to the “percentage of work complete to date” for fee and other line items

• Review / process project contract documents, ensuring all contract documents and exhibits are properly completed and necessary backup is attached. Work with Contractors and HCA Construction and Design Managers to provide guidance and direction on assembling contract packages. Once the contract is submitted, the Project Accountant will audit the contract to ensure the following:

  • All legal names in the documents are correct

  • All required exhibits have been completed properly and are included in the contract process

  • The Contractor has adequate insurance coverages as required by the contract, making sure Certificates of Insurance are attached and up to date

  • Once the contract is final approved, initiate the financial commitment values in eBuilder and Lawson

• Process Architect, Contractor, and other project-related vendor change orders via eBuilder. Ensure the legal “change” document has the proper backup documentation and signatures. As approved contract changes occur [change orders, design change authorizations] for Architects, Contractors, and other project related vendors, verify that the dollar amount of the change does not exceed budget. If budget will be exceeded, initiate the Notice of Capital Change form to request a capital budget increase.

•Ensure eBuilder System is in balance with Lawson – if any discrepancies, research why and correct problems.

•Research and resolve outstanding invoices.

•For new contracts, verify retainage percentage is correct based on the applicable state requirements.

Leadership Responsibilities

· Coordinate project closeouts:

  • Verify all project costs are final (Architect, Contractor, other project related vendors, etc.)

  • Reduce project commitments to actual expenditures

  • Ensure all Subcontractor Final Waiver of Liens have been provided

  • Final contractor cost information has been provided

  • Final Diversity information has been provided

  • All product owner’s manuals and warranties have been received by the facility

  • Prepare Final Notification of Capital Change based on final project costs

  • For Texas projects, transfer funds to facility to cover state renovation taxes as needed

· Train and assist Vendors/Construction Managers on the use of eBuilder:

  • Train new users

  • Serve as the primary point of contact with vendors for system-related questions

  • Troubleshoot issues with vendors

  • Provide support to Construction Managers

• Serve as vendor contact for all progress payment questions.

Assist with training new vendors on project policies and procedure

Education & Experience

Bachelor's degree

1+ year(s) of experience in construction accounting or other relevant experience
