Overview

Act as senior technical advisor to Naval Computer and Telecommunications Station (NCTS) Naples, Italy providing Information Assurance (IA) subject matter expertise in support of planning and implementation of security measures and compliance with DoD, DoN, and Command cybersecurity directives. Provide technical services and support of NAVWAR Program of Record systems organic to the NCTS through information assurance tools such as Endpoint Security Solutions (ESS), Host Based Security System (HBSS), Splunk, Assured Compliance Assessment Solution (ACAS), site activation and planning, network and systems security design and risk management.

Responsibilities

  • Key Responsibilities:

  • Provide IA Tier III system engineering support for all virtual workstations, virtual servers, physical servers, workstations, think clients, zero clients, and software applications installed on STACC, IT-21, and CND (Active Directory, VMware, WSUS, Windows/Windows Server, vCenter, vSphere, etc.).

  • Provide Tier III technical expertise to support virtual and physical networking components in the STACC / CND architecture including the core, access and distribution layer (i.e. CISCO routers, switches, and firewalls).

  • Provide technical subject matter expertise for the following operating systems, Red Hat Enterprise Linux, Microsoft Windows, Microsoft Sever, and CISCO operating systems.

  • Provide Tier III technical subject matter expertise to assist NCTS IA team with maintenance and sustainment of installed NCTS systems.

  • Provide technical expertise for system administration and sustainment of ESS/HBSS. Support includes account management, system restoration and disaster recovery (includes maintenance of a backup capability), configuration management, software installation and upgrades.

  • Monitor and provide technical expertise to assist with maintaining the command’s IA posture. Assist active duty NCTS Naples technicians with issues and concerns associated with applying patches, updates, Security Technical Implementation Guides (STIGs), or Information Assurance Vulnerability Alerts (IAVAs).

  • Assist the customer with analysis of the assets and assessment of HBSS/ESS results. Assist with validating number of IPs, devices, and operating systems. Mentor and train military technicians on configuration and maintaining dashboards, user/user groups, scheduled scans, repositories, assets, scan policies, reports, and scan zones resident in the HBSS Suite and ACAS Suites.

  • Provide technical expertise for system administration and sustainment of ACAS. Support includes account management, system restoration and disaster recovery, configuration management, software installation and upgrades.

  • Provide technical assistance to active duty technicians to ensure VRAM uploads, plugins, updates, and scan integrity, and all IA mandated components are following DoD cybersecurity directives.

  • Assist active duty technicians with configuration and maintenance of remote NESSUS scanners.

  • Provide over-the-shoulder training for all cyber security measures such as patching and STIG compliance. Assist system administrators with STIG implementation, Cybersecurity posture reviews, patching and scanning, and OS and STIG baselining using the DISA SCAP tool.

  • Provide IA / Cybersecurity technical expertise in support of system installations and upgrades sponsored by PEO C4I program offices. Interface with program office representatives regarding relevant HBSS point products and policies.

  • Provide technical advice and assistance to the customer during preparatory phases of Command Cybersecurity Readiness Inspections (CCRI).

  • Assist active duty technicians with weekly vulnerability reporting and advise on resolution of NOC systems CCRI POA&M technical issues.

  • Assist site personnel with resolving patching and scanning issues at the Tier III level.

  • Provide technical liaison and advocacy with Program Offices and Tier IV In-Service Engineering Activity (ISEA) representatives for installed NCTS systems.

  • Assist in conducting preliminary IA testing after integration and configuration of site upgrades and modifications.

  • Provide support for restoral procedures, rapid response for emergent issues, and network documentation, to include review of security/audit logs and SOP's

  • Less than 15% travel may be required

Qualifications

  • Minimum Qualifications

  • Education:

  • BS in Information Technology (or equivalent technical degree) or 8+ years technical experience in related discipline required.

  • Experience:

  • 8 + years’ experience with DoD enterprise or Navy networks (SIPRNET, NIPRNET, SCI)

  • 6+ years’ experience with Linux or Windows

  • 6+ years’ experience with Endpoint Security Solutions (ESS), Host Based Security System (HBSS) and Assured Compliance Assessment Solution (ACAS) IA tools and applications.

  • Certifications:

  • Certification as IAT-III per DoD Inst 8750.1 and Navy guidance with IA and CE required (CASP+ CE, CCNP Security, CISA, CISSP or Associate, GCED or GCIH). Certification in Windows or Linux operating systems required. CISCO certifications desired

  • Skills:

  • Network operations and maintenance with experience in server virtualization and systems administration (Linux and/or Windows) required.

  • Information Assurance subject matter expertise in support of planning and implementation of security measures and compliance with DoD and Command cybersecurity directives.

  • Knowledge of military C2 architectures required.

  • Candidate must be able to provide training as needed to Tier I and II active-duty personnel

  • Must be able to communicate clearly with senior Navy/DOD officials and technical personnel

  • Must be able to communicate clearly both orally and in writing.

  • Clearance: Top Secret required
