Your Specific Responsibilities:

This is a position of high trust and accountability and functions as a member of the Finance & Accounting Department. This employee must be able to work independently as well as with a team. Attendance is an essential function of this position. This position performs a wide variety of governmental procurement, records management, facility and other related duties. Ability to multitask and meet deadlines in a short turnaround. Must be knowledgeable of Florida Statutes, Administrative Rules, Florida Accounting and Department Policy as applicable. The incumbent must file a Statement of Financial Interests with the State Commission on Ethics. Incumbent has been issued a P-Card. Contributes to the organization’s culture of performance excellence by actively seeking to improve personal and organizational performance through measurement, analysis, knowledge management, and processes improvements and participation in performance management committees, councils, and/or workgroups. Continuously demonstrates the Department’s ICARE values. This position reports to the Finance & Accounting Director I-SES.

My Florida Market Place (MFMP) – Ordering and Receiving

MFMP is the State of Florida’s e-Procurement system utilized by all State agencies and qualified vendors approved to do business with the State. This position utilizes MFMP for the purchasing process from initial creation of purchase requests to reconcile purchases before final approver. Some specific tasks associated with this position and the MFMP system are listed below but are not limited to:

  • Ensures accuracy of purchasing request information as submitted by MFMP users and makes corrections as needed. This requires a knowledge of the commodity codes and utilization of state term contracts.

  • Reviews accounting data to ensure accuracy and consults with Budgeting or the Business Manager as needed. This requires a working knowledge of Florida Accounting Information Resource (FLAIR), encumbrances, object codes, categories, and Other Cost Accumulators (OCA’s).

  • Reviews and research vendor information to determine if they are a registered MFMP vendor, have the required documentation on file, and are eligible to do business with the State of Florida and Department of Health.

  • Helps vendors to become registered vendors in MFMP.

  • Utilizes the E-Quotes system to solicit and obtain vendor quotes.

  • Conducts research in MFMP to obtain cost estimates and comparisons with other vendors and determines best payment methodology.

  • Reviews purchase justification to determine if justification is in accordance with State of Florida Division of Financial Services Guide for State Expenditures and cites statutory authority where required.

  • Finalizes the purchase request and places purchase order with the vendor.

  • Receives the purchase and ensures receiving is completed in MFMP as needed.

  • Coordinates with Accounts Payable to ensure vendor is paid in a timely manner.

  • Ensures all required purchasing documentation is completed and placed in the finalized purchase file in the event of future audits and reviews.

    My Florida Market Place (MFMP) – Training

  • Ensures that MFMP training is completed in TrainingFinder Real-time Affiliate Integrated Network (TRAIN) Florida for each user and provides one on one follow up and hands on training, as needed.

  • Provides consultative and technical assistance for MFMP and e-Quotes users.

  • Keeps users appraised of updated information from Department of Management Services, what statements and attachments are required by the Department of Financial Services and Florida Department of Health Central Purchasing (change in contracts, procedures, Florida Accountability Contract Tracking System (FACTS), etc.).

  • Encourages “delegations” during employee absences, for a smooth flow from start to finish.

    State Purchasing Card (P-card)

  • Functions as the Purchasing Card liaison with the Finance & Accounting Director for P-card Administration. Trains and provides guidelines/requirements to organizational P-card holders.

  • Ensures that all P-card payments are paid within the 10-day payment deadline or have the correct disapproval code as needed.

  • Knows the exceptions, when the use of a credit card is not allowed based on a particular service, product or vendor.

  • Incumbent will be issued a state of Florida purchasing card and is responsible for its security and use.

    Contract Management

  • Follows Department of Health policies and procedures to maintain contract files.

    Other Duties

  • Quarterly Pharmaceutical Inventory.

  • Managing equipment leases and replacement options.

  • Ordering supplies as necessary.

  • Encumbrance balances are reviewed quarterly between MFMP and the current accounting system.

  • Maintains records of procurement and contracts pursuant to State laws and retention schedules.

  • Acts as custodian of receiving/delivery area. Coordinates the courier(s). Delivers packages or notifies programs of the arrival of a package. Helps the Currier load the van, helps with the assembly of objects and coordinates delivery of major purchases including the removal of old equipment.

  • Maintains the Mail room area and postage machine with technical support and postage. Also takes charge of coverage for the mail room, so employees have informed access.

  • Keeps an updated physical copy of vendor catalogs for staff use.

  • Other duties as assigned.

    Required Knowledge, Skills, and Abilities:

  • Advanced skills in various computer applications including utilization with MyFloridaMarketPlace;

  • Proficiency with Microsoft Office applications

  • Experience with the State of Florida procurement policies and procedures

  • Knowledge of Department of Health policies and procedures including Department of Health Policy (DOHP) 56-44 Purchasing Card Guidelines;

  • Knowledge of Department of Financial Services (DFS) Guide for State Expenditures

  • Use of the FLAIR accounting system

  • Ability to work with all kinds of numbers and codes

  • Ability to communicate effectively both verbally and in writing.

  • Ability to utilize quality improvement tools and techniques to enhance efficiency and improve outcomes.

    Qualifications:

    Required:

  • A Bachelor’s degree from a United States accredited college or university or comparable level of professional purchasing experience.

  • Annual Financial Disclosure Statement.

  • Able to lift and move boxes up to 25 pounds.

  • A valid Driver’s license.

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

    Preferred:

  • Experience with the State of Florida procurement policies and procedures; DOH policies and procedures including DOHP 56 44 Purchasing Card Guidelines; DFS Guide for State Expenditures; use of the FLAIR accounting system valuable.
