The principal function of an employee in this class is to administer the Citys compliance with federal, state, and local environmental regulations while supervising staff functions, including inspection, sampling, and testing activities in the wastewater pretreatment and laboratory programs. The work is performed under the supervision and direction of the Wastewater Division Superintendent, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the Laboratory and Pretreatment staff. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Wastewater Division Superintendent, Assistant Superintendent (Operations, Collections, and Maintenance), Program manager, other City employees, and the general public. The principal duties of this class are performed in a wastewater treatment plant environment with exposure to hazardous chemicals, airborne pathogens, and high-voltage electricity.\ \ WHAT YOU WILL DO:\ Essential Functions Statement(s)\ Develops and manages Laboratory and Pretreatment programs, supervises and participates in the monitoring, sampling, and testing of designated commercial and industrial facility waste discharge to comply with federal, state, City, and other applicable discharge and pretreatment permit regulations.\ Issues notices of noncompliance with regulations and reporting requirements, including notices of violation and related correspondence, after acknowledgment from the Wastewater Division Superintendent.\ Responds to complaints of noncompliance, initiating investigation and compliance activities.\ Responsible for records system, including information files on inspections, reports, findings, enforcement actions, quality assurance records, computer databases, and related documentation.\ Maintains inventory of sampling and monitoring equipment, supplies, chemicals, tools, and materials.\ Prepares and revises discharge permits and administers compliance procedures by determining the causes of violations.\ Conduct meetings with users (e.g., industry representatives, citizens, and public agencies) to explain the program\'s methods, purpose, and objectives.\ Reviews building and engineering plans to determine regulatory conformance and compliance.\ Plans, supervises, and evaluates the work of departmental personnel, including approving staff selection, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate; or making recommendations that are given particular weight about the change of status of other employees.\ Schedules daily, monthly, and annual staff meetings and training events, including safety, industrial development, and updated sampling and testing methodology and equipment.\ Monitors Laboratory and Pretreatment programs to ensure all processes are conducted safely and efficiently and in compliance with Federal rules and regulations.\ Monitors staff operations to ensure all processes are conducted safely and efficiently and in compliance with Federal rules and regulations.\ Supervises preparation of the program\'s annual report or other periodic reports.\ Processes purchase orders, including coordinating invoices to purc ase orders, issuing the correct account number for budget purposes, negotiating with vendors to ensure cost efficiency, and providing final approval of purchase orders for payment.\ Assumes the duties and responsibilities of the Wastewater Superintendent in the Superintendents absence.\ Coordinate projects with the City Engineering Division and Building Department.\ Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.\ Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
