This position provides leadership in the assigned functional areas and is primarily engaged in management activities that establish the direction of a function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.

The purpose of this position is to oversee a team of Human Resource professionals supporting a project or different disciplines, or oversee/manage a specific Human Resource discipline, activity, program or process.

• Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems

• Advise managers on organizational policy matters, and recommend needed changes

• Act as main resource to respond to queries regarding Human Resource policies and procedures and applicable country regulations

• Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to different HR facets.

• Support change management with a focus on employee engagement and retention

• Manage and deliver HR presentations and initiatives internally within Fluor and externally

Communicate regularly, internally within Fluor and externally (i.e., candidates, benefits providers, external vendors, etc.)

• Interpret and communicate global Human Resource initiatives and strategy and design processes for implementation into regional tactical plans and instruction

• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback

• Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations

• Maintain compliance with all applicable policies, procedures, and global standards

• Other duties as assigned

Benefits

• Oversee and/or manage all areas of the benefits function, including contract renewals and negotiations, and compliance with contracts

• Research and administer new benefits programs, and develop/manage all benefit communications for employees

• Provide direction to benefits administrators and technicians on benefit coverage eligibility and claim procedures for complex issues

Compensation

• Manage all aspects of country or business unit compensation program administration

• Manage delivery of annual salary plan, ad hoc programs, participation in market projections and total compensation surveys

• Partner with compensation colleagues to provide input to as well as deliver existing and new programs and initiatives

• Responsible for educating managers regarding compensation programs

• Analyze and manipulate data and formulas in spreadsheets or other software applications to produce complex reports and metrics

• Provide knowledge of local market salary data, participate in local salary surveys, and liaise back to management this knowledge

Employee Relations (ER) and HR Compliance (HRC)

• Manage, coordinate, compile, and communicate relevant information for ER and HRC matters, in response to both internal and external requests

• Provide partnership, counsel and expertise to office and field HR and business leaders, influencing appropriate courses of action and results in support of business outcomes

• Conduct prompt and thorough investigations in response to ER and HRC employee issues, prepare well written documentation, and identify , recommend, and oversee implementation of appropriate actions to accomplish timely resolutions

• Write, edit, and/or recommend changes to company policies and procedures, and explain them as well as governmental regulations with emphasis on the need for compliance at all levels

• Conduct and/or create Human Resources training programs

• Maintain a positive ER climate by responding to department or employee questions or concerns, addressing issues proactively, and advising ER and HRC management regarding proper company practices

Human Resources Information Systems (HRIS)

• Manage HR Information systems

• Ensure integrity and consistency of global data and manage record keeping functions

• Participate in ongoing global system initiatives

• Ensure all local and global HRIS employees are properly trained on system and data management responsibilities

Mobility Services

• Oversee and/or manage all areas of the Mobility Services function, including contract renewals and negotiations, and compliance with contracts

• Research and administer new Mobility Services programs, and develop/manage all mobility communications for employees

• Provide direction to Mobility Services administrators and technicians on mobility coverage eligibility and claim procedures for complex issues

• Manage vendors

• Manage a specific area of mobility services

• Implement global program and procedural changes

Recruiting

• Manage recruitment discipline to support and advise recruiters and departments in sourcing, interviewing/screening, making offers and initial stages of on-boarding candidates

• Manage and/or attend career fairs and recruiting events

• Utilize applicant tracking system

• Develop strategic recruiting plan that includes professional, college, and intern hires

• Recruit all levels including interacting with executive management on hires
