Amentum Emergency Management Operations Manager in Morgantown, West Virginia

The Emergency Management Operations Manager will provide highly responsible and complex executive level support to the Emergency Management Manager. The Emergency Management Operations Manager is responsible for planning, directing, and reviewing the activities and operations of Emergency Operations System (EOS). The Emergency Management Operations Manager will be responsible for the coordination and direction of the Emergency Operations Center and staff, Oversite of the Watch Office and Duty Officer program, Emergency Public Information programs, the DOE All Hazard Survey program and Site Emergency Management Risk Assessment program.

MAJOR RESPONSIBILITIES/DUTIES/TASKS

  • In compliance with DOE Order 151.1D, the Emergency Management Operations Manager coordinates and directs the integration of Emergency Operations System, Emergency Operations Center and staff, Watch Office and Duty Officer program, All Hazard Survey program, and Site Emergency Management Risk Assessment program.

  • Represent the emergency management program as required with appropriate site organizations and supervises emergency management personnel in the performance of their duties and serve as deputy to the EM Manager.

  • Responsible for exercising administrative and technical control over the work of subordinate supervisor, professional staff, and subcontractors.

  • Ensure compliance with all sites environmental, health, safety and quality requirements including Emergency Management contractual deliverables.

  • Establish goals, priorities, and work scheduled in coordination with DOE client and consistent with contractual obligations.

  • Communicate and support client and site stakeholders on Watch Office and Duty Officer program, Emergency Public Information program, the All Hazard Survey program and Site Emergency Management Risk Assessment program.

  • Provide training to Legacy Management project staff on various emergency preparedness topics pertinent to their responsibilities.

  • Instruct project staff on emergency preparedness procedures and ensure the quality and accuracy of the work performed.

  • Demonstrated management and integration skills to facilitate project-wide implementation of program elements and interface effectively with Legacy Management sites, facilities, and activities.

  • Any other reasonable duties as assigned.

Education/Experience Required:

  • Bachelor's Degree: Emergency Management, Homeland Security, Business, or related Discipline.

  • Minimum 10 years relatable experience

Additional requirements:

  • No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC): Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.

  • The ability to obtain and maintain a Department of Energy "Q" clearance is required. The candidate must be willing to obtain and maintain DOE level Q security clearance. This position requires a Q clearance; however, all qualified candidates will be considered regardless of their current clearance status.

  • Practical experience in conducting and or overseeing site or organizational level Emergency Response drills and exercises.

  • Demonstrated excellence in client management and interface skills.

  • Working knowledge of DOE orders related to Emergency Management and Continuity Programs.

  • Relevant experience in Emergency Management, Fire Operations, Business, Engineering, or other Incident Command (ICS) position.

  • Experience/familiarity in emergency management hazards identification & screening, consequence assessment, drill an exercise.

  • Experience with developing management plans and preparing reports.

  • Ability to work professionally with minimum supervision.

  • Must be willing to be on call on an occasional basis.

REQUIRED Software Proficiency:

  • Proficiency in Microsoft Office suite (including Excel and Word) as well as effective oral, analytical, written and communications skills.

Certifications or licenses:

  • Active Driver's License

DESIRED additional qualifications, experience, or proficiencies:

  • Background in DOE Emergency Management is preferred.

  • Certified Emergency Manager (CEM) preferred.

  • Previous experience of working in multi-site support environment.

COMPENSATION & BENEFITS

HIRING SALARY RANGE: $151,165.27 - $191,394.73 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
