We were originally created in 1951 by the Department of the Army to conduct behavioral science research and development in training methodologies and applications. Job Duties

Project Management

  • In conjunction with HumRRO Division Directors, managers, and senior staff, develop staffing plans for tasks and projects.
  • Collect information from a variety of written and oral communications to document requirements.
  • Facilitate the definition of project missions, goals, tasks, and resource requirements.
  • Develop and review task and project plans and procedures, incorporating quality management into plans,
  • Identify and document key milestone dates.
  • Identify and document product development and delivery requirements.
  • Document subproject dependencies, including dependencies between product development and delivery.
  • Resolve or assist in resolving conflicts within and between projects or functional areas.
  • Develop/Apply methods to monitor project progress.
  • Coordinate with client and project staff as necessary over the course of a project.
  • Provide clear and concise summaries of progress, issues, and steps taken to address issues.
  • Interact regularly with existing or potential clients to determine their needs and develop plans for improving delivery.
  • Track project status and identify potential issues and risks that may impact completion dates or that may require corrective action.
  • Communicate status and issues to appropriate project and client staff, orally and in writing.
  • Provide written documentation of requirements, milestones, and project status.
  • When required, coordinate in-progress reviews with project and management staff and provide written summaries of the outcomes.
  • When required, facilitate meetings regarding project status and next steps.
  • Prepare and deliver pres ntations summarizing the current status of projects within the project manager's purview.
  • Adhere to quality assurance procedures in project implementation.
  • Manage multiple projects concurrently.
  • Other related duties as assigned.

Cyber Security Policy Management

  • Work with the HumRRO contracts office, proposal managers and client representatives to define required compliance standards for a project.
  • Develop and maintain policies anddocumentation related to Cyber Security and Compliance required for government projects (including DoD).
  • Apply and monitor Risk Management Framework Assessment and Authorization requirements.
  • Apply/Follow a Risk Management Framework approach to support HumRRO achieve Authority to Operate (ATO) for projects.
  • Support continuous monitoring and cyber security operations after ATO is in place.
  • Prepare and manage to Plans of Action and Milestones (POAandMs) to demonstrate progress toward or compliance with information/cyber security requirements, including detailed justifications for program-required non-compliant items.
  • Other related duties as assigned.

Basic Qualifications:

  • Bachelor's degree and at least 5 years of experience in project management at the mid- or senior-level OR equivalent experience and education.
  • Experience with federal government contracting requirements, including DoD.
  • Ability to qualify for a DoD Common Access Card (CAC).
  • Exceptional communication skills.
  • Proven ability to collaborate effectively with a variety of people.
  • Proven ability to juggle and prioritize competing demands.
  • Proven ability to perform work conscientiously and with a high level of attention to detail.
  • Willing to take responsibility for accuracy of own work, and able/willing to quality check own work.
  • Ability to work both independently and in a team.

Preferred Qualifications:

  • Understanding and experience with the Federal Information Security Management Act (FISMA).
  • Experience implementing NIST800-171/53, CMMC, and FedRAMP frame works as well as other related compliance standards on IT projects.
  • Experience with compliance scanning tools (ACAS, Fortify); running scans, evaluating results, and determining remediation steps.
  • Familiarity with Cybersecurity support functions such as Configuration Management, Incident Response, Contingency Planning, Disaster Recovery, and the like.
  • Familiarity with network security, continuous monitoring, system auditing, and security policy development.
  • Familiarity with vulnerability remediation activities, scanning and analysis and STIG/Manual Checklist auditing.

WORK LOCATION

This position is located at our office in Monterey, CA. Currently, due to the coronavirus pandemic, remote/telework is the primary operating mode. When it becomes safe to do so, the successful applicant will primarily work on-site at a HumRRO or client site in Monterey, with flexibility to remote/telework intermittently as approved by management.

WORK SCHEDULE

This is a full-time position with a typicalMonday - Fridaywork schedule. US citizenship is required due to contract requirements.
