1. Project Background:

The USAID People-Centered Governance (PCG) Activity is supporting local governments in southern Somalia to improve their effectiveness and legitimacy. To accomplish this objective, the project implements activities aligned with two mutually interrelated and reinforcing immediate results, IR1) that District Councils (DCs) are fairer and more inclusive and IR2) that DCs improve their performance. PCG will engage at the Federal, State and local levels and will eventually work in several districts within the three (i.e., Hirshabelle, Jubaland, and Southwest) federal member states of Somalia.

2. Role ’s Purpose:

The Engineering and Construction Manager will direct and manage small-scale construction and rehabilitation development projects from the point of construction subcontract award to the completion of specified projects, duties will include but are not limited to leading and developing the Construction Implementation Plan, planning for and participating in the construction kickoff meeting with the subcontractor, review of submittals, project inspections, construction documentation and record keeping, construction inspection (QA, safety, and environmental) substantial completion inspections, snag list creation and completion, hand over to local government stakeholder, and project folder creation for USAID. S/he will also be responsible for evaluating the potential environmental impact of any construction project and work with the team to develop mitigation measures in accordance with USAID regulations. The Engineering and Construction Manager will ensure the successful execution of construction projects, adhering to high-quality standards, safety protocols, and project timelines, thus contributing to the achievement of project goals and enhancing the overall impact of development initiatives. The Engineering and Construction Manager will be based in Mogadishu, Somalia.

3. Key Duties and Responsibilities :

· Coordinate with Federal Member States (FMS), DCs, and the PCG team to lead and develop PCG’s Construction Implementation Plan, providing details on siting, locations, type of construction, implementation plan, standards, and monitoring.

· Take the lead on developing the necessary Environmental Review Form (ERF) and Environmental Mitigation and Monitoring Plan (EMMP) in line with USAID’s Initial Environmental Examination (IEE) and in coordination with USAID’s Environmental Officer.

· Work with the technical team to support the selection and design of small-scale construction projects to ensure they add value to local citizens and are in line with local citizens’ priorities; ensure construction projects are appropriate for the community in which they will be developed.

· Ensure that infrastructure activities are completed within the specified timeline by providing quality assurance and quality control for the design and construction of infrastructure in compliance with USAID and Government of Somalia environmental and construction codes, reporting, and management requirements and DAI policies.

· Ensure compliance with environmental and resilience requirements, ensuring that all infrastructure meets quality standards.

· Supervise the production of detailed SOWs, RFPs, RFQs, or BOQs developed by the firm contracted under this activity, and provide input on specifications, deliverables, and contract evaluation criteria.

· Review and advise on contract change (variation) orders as needed.

· Closely monitor the performance of contractors and supervisory firms – this will require regular attendance at monthly progress meetings.

· Confirm that infrastructure is tested and operational prior to commissioning, and operators have the capacity and tools to operate infrastructure.

· Manage the relationship with the USAID/Somalia and the engineering firm (as needed), coordinating with other development partners operating in the region to seek synergies, efficiencies, and avoid duplication.

· Assist with the review of construction design documents to ensure they are of high quality and within the context of scope, schedule and budget.

· Ensure collaboration and use of participatory approaches with communities and District Council officials. building capacity for the sustainable operation of infrastructure.

· Work to include women and disadvantaged groups both as beneficiaries and as contributors to the construction projects.

· Monitor and ensure environmental mitigation activities following the EMMP (Environmental Mitigation and Monitoring) in compliance with Environmental Review Report.

· Contribute to and participate in PCG planning, reporting, events, and learning activities.

· Collaborate effectively with the project technical team to align construction activities with broader project goals.

· Understand DAI and USAID rules, regulations, processes, and systems for compliant project implementation.

· Ensure safeguarding of staff and a strict zero tolerance policy towards corruption and unethical behavior

· Uphold DAI ethics and values in all aspects of the job.

· Other duties as assigned by the Deputy Chief of Party.

· Travel to the field and satellite office as required to oversee and manage construction activities effectively.

4. Qualifications

· Bachelor's degree in a relevant field such as engineering (civil, mechanical, electrical, structural, water, environmental) or construction management is required. An advanced degree or equivalent is preferred.

· 9+ years of relevant professional experience, with substantial experience in developing country context experience, in a combination of the following technical areas: community participation, institutional development, design, construction, or construction management and oversight.

· Proven experience working with a team of engineers on the same project or projects.

· Experience working on USAID construction projects and knowledge of USAID policies, strategies, and regulation is preferred.

· Familiarity with small-scale construction projects involving climate resilient infrastructure and renewable energy and public services like health, education and water and sanitation facilities preferred.

· Proven ability to develop solutions to complex construction problems.

· Excellent interpersonal relationships with national and international staff in a multicultural environment and with multidisciplinary teams.

· Proven experience in the complete construction project life cycle, including contract award, defects liability periods, project completion, and handover is a plus.

· Comprehensive understanding of how to implement construction QA/QC programs.

· Strong computer skills (i.e., MS Office Suite) is preferred.

· Knowledge of AutoCAD is preferred.

· Excellent written and verbal communication skills required.

· Fluency in both English and Somali is required.
