Job Description Summary

The role of the Technical Leader in Onshore Wind International (ONWI) is to develop fully optimized and well documented technical proposals for the supply of wind turbine units and services and to lead the activities in relation to the technical scope and regulations from the early phase of the projects to the contract closure point. The Technical Leader is responsible for engaging with, and responding to customers, coordinating and developing high quality technical submittals and proposals for Onshore Wind projects and supporting technical discussions and negotiations. The role covers North East Asia region, mainly Japan.

Job Description

The Technical Leader will own the preparation of the technical proposal, review and amend technical contract documents, put forward GE’s contractual positions and negotiate to a successful contract award. In this role, he/she works closely with key stakeholders, including the Commercial Director, Commercial Leader, Sales Leader and extended functions such as Product Line, Engineering, Project Operations and Project Management. For all deals he/she works on, he/she strives to extract the maximum value from the proposals in which we work for both GE and the Customer. Through his/her knowledge of the market and GE products, the Technical Leader technically represents our region and customer’s market demands to internal stakeholders to improve GE’s product offering.

The Technical Leader must operate with the highest standards of integrity and compliance.

The Technical Leader will show leadership within the region and international community of Technical Leaders through providing mentorship to junior members and support on more complex deals, while also maintaining its own regions specific aspects of GE’s product offering.

Roles and Responsibilities

  • Support the Commercial team, as a Technical Proposals Lead for ONWI, reporting to the Regional Commercial Director.

  • Lead technical aspects of the New Unit proposal development during bidding and negotiation phase as member of the Commercial Operations team, being the point of contact for both the customer and the applicable internal supporting functions to optimize value offering for assigned projects and manage transaction details related to all technical and costing aspects.

  • Accountable for ensuring high quality, well defined, technical submittals and proposals, which help position GE Renewable Energy to win profitable and executable orders.

  • Lead all technical level engagement with local certification bodies (inc. ClassNK), administrative personnel (inc. METI) of the assigned projects, and own the development of strategy and implementation of activities to ensure technical compliance of current GE wind turbine products during the ITO (Inquiry to Order) phase.

  • Apply market and product knowledge to enhance the value of the technical solution for both GE and the Customer.

  • Own the technical analysis of customer inquiries, requests for quotations (RFQ) or tenders to determine proposal requirements, technical deviations, scope of supply definition and execution strategy optimization.

  • Interface with appropriate internal stakeholders in relation to the above responsibilities, leading technical participation in the relevant Risk Management processes and meetings.

  • Represent ONWI at client meetings and negotiations related to technical aspects of the proposal/contract.

  • Identify and lead initiatives to improve tools and processes, proposal quality and technical risk optimization.

  • Provide technical support towards customer and project key stake holders by presenting GE technology

  • As senior member of the team, this role is expected to train, coach and mentor junior technical leaders and other internal functions with regards to Technical Proposals.

  • As a senior member of the team, you will provide leadership in maintaining regional specific variations to GE’s product offering and/or of GE’s Standard Work. You will practice the Standard Work best in class and drive others to do the same.

  • As senior member of the team, this role is expected to impact standard approach to develop technical proposals by taking new perspectives on existing solutions, influence to improve ways of working, quality, efficiency and effectiveness of the New Unit Technical Proposals Team

  • As senior member of the team, this role is expected to contribute toward strategy and offering to report the market demand, and support Product Line to define the product and features creating value for the customers.

Required Qualifications

  • 6+ years of relevant experience

  • Master’s degree or equivalent, from an accredited college or university

  • Excellent interpersonal and oral and written communication skills; integrative team working style

  • Familiar with the local regulation and the latest regulatory requirement including METI and local guidelines.

  • Good communication skills and confidence with customer presentations

  • Strong process analysis, problem solving, and strategy development skills

  • Experience with Excel and analytical tools

  • Customer oriented

  • Ability to work with cross-functional and cross-business teams

  • Entrepreneurial spirit with a ‘Can-do’ attitude, willingness to change the status quo for the better –

  • Technical and Commercial Expertise. Experience in a relevant Commercial role, with a strong understanding of the commercial activities and enablers within the commercial ITO process, including contracts, proposals and pricing.
