Summary

Purpose and Scope:

The Assistant City Manager performs a variety of complex administrative and managerial work supporting the City Manager and municipal government to include managing assigned departments, governmental relations, high level special projects, and/or other City initiatives as assigned by the City Manager. Advises the City Manager and senior management on complex municipal and community issues and researches and develops recommendations on pending legislation and other administrative issues. The incumbent represents the City in the absence of the City Manager. This position also assists in maintaining positive relations with City Council and assists in the preparation of the City Council agenda. The incumbent interprets existing City Council policies and ordinances and responds to questions from customers, City departments and the City Council.

Works under the general supervision of the City Manager. Required to act independently and exercise judgment and discretion in completion of duties.

Acts as principal advisor to the City Manager on areas of management and policy and assists in the development of organizational strategies.

Represents the City and the City Manager to management staff, elected officials, and outside agencies; create, present and explain City programs, policies, and activities; and negotiate and resolve sensitive, significant, and controversial issues.

Interprets existing City Council policies and ordinances to resolve problems/issues presented to the City Manager's Office.

Responsible for day-to-day operations of assigned departments.

Provides leadership and direction in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments, community organizations, advisory boards and citizens.

Serve as project manager for a variety of special projects as assigned by the City Manager.

Reviews and analyzes legislation for impact on the City and works with legislators to develop or influence legislation.

May chair or serve as a member of committees and councils on a local or State level as assigned by the City Manager for the purpose of ensuring that the City's interests are represented.

Coordinate with other jurisdictions on regional issues and represent the City's interests; communicate information to department heads, City Council, City Manager and other external agencies.

Responds to inquiries made by the press, citizens, local industry and other local government agencies; makes presentations to community organizations and service clubs.

Attend City Council meetings and maintain routine communication with the same.

Serves in the capacity of Acting City Manager upon assignment by the City Manager.

May serve as a member of the City's team in negotiations for collective bargaining agreements.
