The Northwest Region of Colorado Parks and Wildlife has 13 State Parks and more than 90 State Wildlife Areas and exists to provide outdoor recreation and wildlife management in the northwest region of Colorado. The Northwest Region Capital and Trails unit exists to manage capital development and trail development in Colorado Parks and Wildlife’s Northwest Region. Regional Project Managers in the unit execute all the planning, design, engineering, budgeting, contract documents and project and construction management for capital projects on CPW-owned lands including State Wildlife Areas and State Parks.

Description of Job

The position is a project manager for all aspects of capital development and infrastructure projects ranging in scope and budget from small projects ($5,000) to large projects ($1,000,000 or more). This position may prepare and provide designs for projects. As a project manager, this position handles all aspects of projects, including preliminary investigations, project planning, surveying, developing and choosing project alternatives, cost analysis, design calculations, develop construction drawings, specification preparation, contract and bid documents preparation, and design consultant selection, contracting, and oversight. This position provides construction management services including construction contract management, ensuring the project construction is in compliance with contract documents, preparing construction contract modifications, providing construction quality assurance, contractor payment processing, writing contractor claims for adjustments and disputes, handling contract terminations, closing out construction contracts, and designing and administering purchase order and invoice work. Specific duties include, but are not limited to:

Construction Project Management

This position oversees all aspects of construction project management, from project development through pre construction and through construction to completion. Supervises construction projects across the region to ensure contractor conformance with plans and specifications, i.e. the construction contract. This requires construction engineering expertise to read and interpret engineering drawings, interpret contract specifications, and contractually decipher the relationship between the General Requirements and Covenants for Capital Construction, the bid schedule, the contract specifications, and the contract drawings. This also requires knowledge of construction and engineering building codes. Act as a fully operational Construction Manager. Apply sciences and mathematics to analyze projects or programs with engineering components. Help perform surveying for design and construction of complex projects involving collection of topographic data and layout of proposed features for construction.

Administration

Keep accurate records documenting contractor’s performance, changes in work, and amount of work performed including calculation of quantities. This requires engineering construction expertise to measure and calculate contractor performance quantities, including mathematic calculations on quantities in place. Engineering expertise is required, for example, when converting material weights to volume, taking into account moisture in the material and other factors. Performs submittal and design reviews of contractor proposals, and approves final products. Performs contract modifications by reviewing requests, negotiating costs/quantities, and preparing modifications.

Project Development

Provides engineering technical guidance and input to proposed ideas from Northwest Region field managers and hatchery managers. Participates in capital request process to provide estimates, technical expertise and guidance. Determines project requirements and desired function. Discusses possible alternatives with field staff. Looks for and attends professional development opportunities.

Seven (7) years of relevant experience in construction management, engineering, architecture or an occupation related to the work assigned

A combination of related education in Engineering, Construction Management, Architecture, or similar and/or relevant experience in an occupation related to the work assigned equal to seven (7) years

Conditions of Employment

  • Must possess and maintain a valid state of Colorado driver's license for operating a State vehicle.

  • Statewide travel will be required to visit construction sites and for field surveys. Approximately 3 to 10 times per month.

  • Must be willing and able to exert up to 20 lbs. of force to move objects

  • Must be willing and able to encounter possible hazards that may include: proximity of moving, mechanical parts, exposure to electrical shock, working in high, exposed places, and/or exposure to toxic or caustic chemicals.

  • Must be willing and able to encounter environmental conditions and physical surroundings that may include exposure to weather (cold, heat, wet and/or humid conditions), noise, vibration, and/or atmospheric conditions (exposure to fumes, dusts, gases, etc.)
