Responsibilities Performs technical surveillance of contractor systems and software controls. Performs independent audits through participation in technical interchange meetings. Reviews of software development products such as: Software Requirements Specifications, Interface Requirements Specifications, Top Level Design and Testing Procedures. Evaluates program modules, which simulate functional elements of external operational systems or subsystems, for consistency with operational weapon system characteristics. Utilizes software tools and databases for contract information, software resource estimating, logging activities, return on investment calculations and cost monitoring. Provides technical comments and recommendations to the Procurement Command/Buying Activity during systems requirements reviews, all design and test reviews, qualification testing, physical configuration audits and functional configuration audits. Requirements Conditions of Employment Qualifications GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02, GS-11,or equivalent level under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes: Knowledge of the principles and practices of computer soft ware design and current, state-of-the-art information technology developmental methodologies, techniques, processes and procedures including the techniques for soft ware development management as applied to software development contracts. Extensive technical knowledge and understanding of a full range of computer systems and large scale computers in order to review test plans and procedures. Ensure that the software meets development and operational requirements. Knowledge of analysis-structured design, structured programming, and structured testing techniques in order to conduct top down and/or bottom up design analysis and continuing evaluation of the evolving software products. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
