*Primary Role*

Reporting to the Capital Planning Manager, this role is responsible for tracking and reporting on the capital expenditure program for the respective State Business Operations. This role will also assist in the strategic enhancement of the Capital Investment Management (CIM) program to meet key business drivers supporting the Capital Program Management group within the State Engineering function with respect to data input/analysis, performance monitoring/reporting, capital program spend tracking , expense spend tracking, asset records management, preparation and maintenance of documentation, and general support.

*Key Accountabilities*

 

 

  • Assist in all stages of the CIM program so that overall strategic capital expenditure plans and individual capital projects/recurring programs are properly appraised, prioritized, approved and implemented to achieve optimal business benefits and outputs.
  • Assist with quality assurance and program audit protocols to ensure compliance with CIM policies and procedures.
  • Participate in best practice CIM activities implementation programs to derive maximum value for the state's expended capital.
  • Assist with budget information for key management reports, including monthly report, annual and quarterly forecasts and other capital related business plan reporting. Monitor, track and report on CIM related and Engineering functional KPIs.
  • Assist the State Operations team in developing cost effective solutions to meet customer and technical requirements and encourage best practice and innovation throughout all operational areas.
  • Contribute to the formulation, control and monitoring of annual capital budgets and strategic capital expenditure plans to ensure the necessary resources are deployed to facilitate planning, design, and construction of improvements to the assets in a cost effective manner.
  • Utilize project management protocols to facilitate strategic guidance of the capital program (i.e., produce tables, reports for Value of Work Completed vs. Value of Work Scheduled; etc.)
  • Effectively coordinate and administer functional support work processes for activities related to asset capital planning, design, project delivery and construction.
  • Input and analyze data for department work processes, business systems and reports. Prepare variance reports as required.
  • Assist in preparation of documents related to the capital investment budget.
  • Prepare and analyze functional key performance indicator reports and dashboards.
  • Support procurement of materials and services and effectively utilize business system and procurement agreements.
  • Prepare and maintain files, records, drawings, reports, maps, charts, budgets, and other data related to engineering and construction projects.

*Knowledge/Skills*

 

 

  • Advanced knowledge of Microsoft office suite applications including MSWord, Excel, Access and PowerPoint and email management systems (MS Outlook) preferred.
  • Ability to conduct thorough analyses and evaluations, render and implement timely decisions and recommendations.
  • Financial analysis skills, including budget management and accounting knowledge.
  • Ability to handle multiple projects and deadlines.
  • Good communications skills.

*Experience/Education*

 

 

  • Associates Degree in Engineering, Math, Business or Finance is required.
  • Bachelor's degree is preferred. Strong role related work experience in lieu of a college degree will be considered.
  • 2+ years of experience in utility operations, engineering, construction, or financial is required.
