Department Summary:

The CSH Mission Enablers (ME) Division, Science and Technology (S&T) Department is seeking a Group Leader to join the department and be a critical member of the leadership team. The S&T Science and Engineering Group Leader.

As a Group Leader, you will be responsible for first-line supervision of six to ten staff members. Activities will include staff development in the areas of Systems Engineering, Standards, and Test and Evaluation; advancing sponsor priorities; coordinating with other projects and departments to ensure optimal contributions to ongoing efforts; and department recruiting/hiring in the areas of Systems Engineering, Standards, and Test and Evaluation. As a Group Leader, you will also engage in work program development within the CSH Mission Enablers Portfolios, engage and advise CSH Project Leaders, engage with the department manager on development and execution of the department’s vision and strategy, and be the department’s thought leader as it relates to the competency areas of Systems Engineering, Standards, and Test and Evaluation. This is a team that works closely with our sponsors and their stakeholders. A collaborative approach and interest in building sponsor relationships based on understanding their missions, constraints, and opportunities is important, as are relevant technical skills.

Roles and Responsibilities:

Staff Management

  • Provide leadership and first line, day-to-day management for personnel (6 - 10 individuals and varying experience levels).

  • Oversee and facilitate routine administrative aspects of employment.

  • Support onboarding and assimilation for new employees.

  • Communicate regularly with group members to ensure well-being, engagement, and job satisfaction.

Career Development

  • Provide coaching, mentoring, and guidance for group members to enable performance.

  • Engage in regular developmental conversations to create a positive atmosphere for group members to develop realistic goals that capitalize on strengths and interests.

  • Advocate for group members to identify opportunities for career experiences and developmental opportunities.

Project Placement

  • Engage in staffing activities to match projects with staff competencies and identify stretch assignments for staff to develop new skills.

  • Support development of transition plans and facilitate transitions between projects that meet the needs of projects and group members.

Performance Management

  • Engage in regular discussions with work leads (e.g., project or task lead) about expectations, performance, and growth opportunities.

  • Seek information and feedback on group members’ performance and recommend corrective/development action when needed.

  • Participate in annual performance management cycle activities.

  • Complete performance management reviews thoroughly, accurately, and on schedule.

  • Identify opportunities to recognize and reward group members’ accomplishments.

Quality Management

  • Work with the Department Manager (DM) and other leadership and team members to promulgate a culture of quality, excellence, teamwork, staff development, continued learning, innovation, evaluation, and benchmarking to ensure continuous improvement within the department and on all aspects of the department's work program.

  • Support the development of skills through training and experiential opportunities.

  • Encourage group members to seek and provide technical reach back within their areas of capability and expertise.

  • Serve as technical subject matter expert to review staff work progress and artifacts as part of an enterprise approach to continuous quality improvement.

  • Serve as a technical subject matter expert to review project deliverables in the systems engineering, standards, and T&E deliverables. Provide guidance as needed to Project Leads in this area.

Extended Leadership team

  • Serve as primary change agent in developing and implementing Division and Department strategies, plans, and programs.

  • Participate in work shaping for upcoming projects as they relate to the competency areas.

  • Participate in the leadership and management of the department's personnel activities, including identification, recruitment, development, and retention of personnel required to realize the department's mission, vision, strategy, goals, and objectives.

  • Provide back up for other GLs or the DM as required.

  • Ensure group members understand the Corporate, Center, Program, and Department mission, strategic direction, priorities, related plans and activities, and policies.

Minimum Qualifications:

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to classified information.

  • Demonstrated leadership and management expertise.

  • Strong technical and program management skills with practical experience in work programs in relevant technical area(s) to this Department.

  • Demonstrated technical expertise in Systems Engineering, with a focus in T&E.

  • Ability to effectively interact with senior leaders, management peers, direct reports, and support staff.

  • Ability to work with department leadership to create an effective team.

  • Ability to lead, manage, and conduct analyses.

  • Excellent written and oral communication skills.

  • Must have an active Secret Clearance.

Preferred Qualifications:

  • Prior experience working with Science and Technology (S&T) homeland security sponsors in related and relevant technical areas.

  • Experience with digital engineering, artificial intelligence, and unmanned aircraft systems.

  • Minimum of 12 months experience at MITRE

  • Ability to obtain a Top-Secret Clearance
