OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT Consulting currently has an opening for a Senior Specialist (Acquisition) to support a federal government client. The responsibilities for the Senior Specialist (Acquisition) include:

● Provide subject matter expertise, advice, and assistance in the development of acquisition life cycle requirements, procurement actions, contract recompetes, contract modifications, and interagency agreements.

● Assist in procurement planning/forecasting and procurement development.

● Provide assistance with reviewing initial and revised acquisition documents to ensure accuracy and compliance.

● Provide assistance in the adjudication of procurement documentation comments.

● Assist with the review of the documents submitted for proper content and adherence to applicable federal acquisition and agency-specific regulations.

● Assist with the preparation and review of documents that include but are not limited to the following: Acquisition Lifecycle Documentation, Statements of Work (SOW), Acquisition Plans (AP), Independent Government Cost Estimates (IGCE), Analysis of Alternatives (AoA), Determination and Findings (D&F), Determination Assessment, and other relevant acquisition documents as prescribed by federal and agency-specific acquisition/ procurement policies and regulations.

Requirements

Qualifications and Skills

● Between Five (5) and Seven (7) years of demonstrated relevant experience in Government Acquisition.

● Demonstrable acquisition planning experience, to include defining, developing, or refining program requirements and acquisition strategies.

● An ability to serve as an advisor, providing acquisition guidance based on a sound knowledge of directives, policies and other federal and/or statutory guidance.

● Prior experience with large-scale IT acquisition, IT systems, and federal IT modernization is highly desirable.

● Impeccable written and verbal communication skills with an ability to interact with senior leaders within an organization.

● A mastery of MS Office products (Word, PowerPoint, and Excel) is an expectation for this role.

Education and Certifications

● DAWIA Level III or FAC-C Level III Contracting Certifications are highly desirable.

● A Bachelor’s Degree. Degrees with an emphasis in acquisitions, contract management, or other business discipline are desirable.

● Must be a US Citizen

● Must be able to obtain or retain a Public Trust or Secret clearance.

o The investigation will involve a credit, fingerprint, and law enforcement agency check.
