Department Summary:

MITRE is seeking an Acquisition Analyst to join the Performance and Solutions Engineering Department.

The Performance and Solutions Engineering Department, within the MITRE Center for Securing the Homeland (CSH), applies broad Homeland Security, Intelligence, and Federal Law Enforcement expertise, a deep understanding of operational tradecraft, and a deep understanding of our sponsor’s challenges to develop and advance innovative sociotechnical solutions which enable current and future homeland security operations from the tactical to enterprise levels. The CSH provides systems engineering and integration support to planning, programming, acquisition (including concept exploration and early prototyping), and evaluation capabilities for Homeland Security.

The ideal candidate will work with credible authorities in Homeland Security acquisition and innovation.

Job Description:

Roles and Responsibilities:

Work with experienced multidisciplinary teams in work efforts that may include:

  • Lead projects through the project, system, or acquisition life cycle, including conceptualization, requirements definition, development, integration, deployment, and operations and sustainment

  • Lead teams or provide technical leadership for work products

  • Work across all aspects of Homeland Security acquisition, requirements, and resourcing

  • Support the analysis, evaluation, development, and execution of traditional and innovative acquisition strategies

  • Develop repeatable solution sets and acquisition artifacts including r equirements documents, statements of work, solicitations, source selection plans, risk management plans, test strategies, and other acquisition/organizational planning documents

  • Conduct independent assessments of troubled or under-performing acquisition programs, conduct root-cause analysis, and recommend remedial actions

  • Serve as an expert in one or more emerging key areas of modern acquisition or contracting, such as:

  • Middle Tier Acquisition, Urgent or Rapid Capability Acquisition, Adaptive Acquisition

  • Acquisition or contracting of software-intensive systems, including software development using the agile methods such as Scaled Agile Framework (SAFe), DevSecOps, or cloud-based capabilities

  • Other Transaction Authorities, Commercial Solution Offerings, Technical Services

  • Small business, non-traditional industry innovation and engagement

  • Work in dynamic settings where task objectives may evolve or need to be shaped or creative solutions to task impediments must be identified

Basic Qualifications:

  • Requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.

  • Must be able to obtain and maintain a US government clearance.

  • Strong critical thinking, analytic, and problem-solving skills

  • Excellent written and verbal communication skills

  • Ability to effectively communicate technical requirements to a non-technical audience

  • Strong project management skills and the ability to manage multiple concurrent processes across organizational lines.

  • Experience with Microsoft Office Suite (Excel, Word, PowerPoint, Teams)

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Advanced degree in Applied Science, Engineering, or Mathematics

  • Experience leading high performing acquisition teams

  • Knowledge of Homeland Security acquisition policies, processes, and guidelines

  • Experience working as a member of an acquisition team

  • Experience working acquisition in a federal environment, including risk management and source selection
