Summary . Responsibilities Major Duties and Responsibilities (MDRs) The incumbent will serve as an Executive Secretariat Staff Officer and report to the Chief/AG. Primary responsibilities include: Perform a comprehensive range of staff officer functions with impeccable attention to detail including correspondence review, editing, coordination, control, and filing functions. Review, compose, edit, and distribute incoming and outgoing communication materials ensuring key stakeholder coordination, high quality and timely deliverables, and conformance with regulations and policies. Assign action items to appropriate ODNI components and Intelligence Community (IC) elements, log and track task status, negotiate extensions to deadlines, anticipate impediments to successful and timely responses, and report task status to senior management. Ensure proper handling of highly classified and limited distribution materials, and perform security control officer functions as required. Coordinate with ODNI senior staff to build read-ahead materials and briefing books to prepare the DNI, PDDNI and DDNI/II for meetings with the President of the United States (U.S.), cabinet-level policymakers, and IC leaders. Review read-ahead materials and briefing books for completeness and accuracy, and disseminate final products to the appropriate personnel. Develop innovative business practices to gain process efficiencies and improve quality and timeliness of deliverables. Conduct outreach and training activities to assist ODNI personnel in their efforts to respond to taskings and prepare staff packages and correspondence for ODNI senior leadership. Establish and manage liaison relationships with ODNI component offices, IC agencies, and other U.S. organizations. Requirements Conditions of Employment Desired Requirements Two years of experience (minimum) performing Executive Secretariat-like duties. Knowledge of the ODNI and IC missions, organization, roles, and responsibilities. Proficiency using MS Office applications (Word, Excel, PowerPoint, OneNote). Qualifications Position Information This is an opportunity for: An internal or external candidate to fill a GS - 12cadre position. A Federal Government employee to serve on a two-year reimbursable detail assignment in the ODNI. The detail assignment may be extended an additional year if all parties agree. Who May Apply Current GS employees at the same grade as the advertised position grade may apply. Former members of the Peace Corps may be considered for ODNI employment only if five full years have elapsed since separation from the Peace Corps. Salary Determination The ODNI uses a rank-in-person system in which rank is attached to the individual. A selected ODNI candidate or other Federal Government candidate will be assigned to the position at the employee's current GS grade and salary. A current Federal Government employee, selected for a detail, will be assigned to the position at his or her current grade and salary. For a selected non-Federal Government candidate, salary will be established within the salary range listed above, based on education and experience. Component Mission The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) has the responsibility for advising the Director of National Intelligence (DNI) and administering the DNI's vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO is responsible for integrating the ODNI staff to execute all missions and tasks designated by the DNI and the Principal Deputy Director of National Intelligence (PDDNI), and for overseeing the internal management of the ODNI. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management. The COO is also responsible for ODNI's emergency planning. In the ODNI's Executive Secretariat Office (ESO), provides tailored support for the DNI, PDDNI, the COO, and other mission and support activities including: serving as the central point of contact, coordination, and control for correspondence and other communications, tracking external taskings for ODNI. The AG is also responsible for task management, information management, and executive support; serves as the central point of contact, coordination, and control for correspondence and other communications for mission and support activities; ensures all appropriate officers are included in the tasking, correspondence drafting, and policy-making processes through a task management system; processes incoming and outgoing correspondence ensuring high quality, timeliness, and conformance with regulations and policies; develops and maintains standard operating procedures for tasking, coordination, formats, and records management. Mandatory and Educational Requirements Business Acumen: Extensive knowledge and understanding of English grammar, spelling, punctuation, executive correspondence, and records management. Coalition Building: Possess strong interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence. Critical Thinking: Strong analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations. Editing and Proofreading: Superior communication, writing, and technical editing skills, with demonstrated success producing documents that are clear and concise for senior executives (preferably for cabinet-level executives). Leadership: Ability to mentor and train new officers to ensure consistent quality and control of processes and documents. Management: Excellent organizational skills with the ability to proactively manage competing priorities under strict deadlines. Self-Starter: Resourceful; able to take initiative and begin projects independently, as required. Team Building: Ability to work independently and collaboratively as a team member in a sometimes fast-paced, high-pressure environment.
