Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities In support of NCTC's mandate to ensure integration and effectiveness of the US Government counterterrorism mission, the Near East and Africa Division Chief, Regional Issues in the Directorate of Strategic Operational Planning will support the Group Chief with managing the development of strategic plans, evaluation of plan effectiveness, and development of performance and resource recommendations to support U.S. Government strategic objectives. Lead, initiate, cultivate, and maintain productive working relationships with senior policymakers across the IC in order to coordinate strategy development activities and evolving requirements and promote the implementation of mission and enterprise objectives. Lead a professional staff in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans. Represent NCTC and ODNI when conducting ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives. Guide, and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support U.S. national security and foreign policy interests. Expert ability to work across organizational lines, breaking down stovepipes, and collaborating and communicating effectively. Expert leadership experience and analytic expertise to support strategy and policy development, strategic planning and implementation efforts. Expert interpersonal skills and ability to build consensus, work effectively and independently, and influence key stakeholders and customers to build a broad coalition promoting a coordinated interagency and national approach to CT. Expert critical thinking skills, including an ability to think strategically, assess programmatic initiatives, and adapt plans to meet evolving mission objectives. Provide expert advice and guidance in support of IC component resource management and/or budget justification process improvement efforts. Must have at least three years of experience in the US Intelligence Community. Education Bachelor's degree.
