Summary The Director's Advisor for Military Affairs (DAMA) synchronizes IC efforts that support DoD priorities, strengthens IC/DoD relationships, and serves as the DNI's principal advisor on all military and DoD issues. Responsibilities Oversee, manage, and lead daily operations of the organization and collaborate with office leadership to ensure strategic alignment with the mission, goals, and objectives of the ODNI. Lead, manage, and oversee personnel, training, budget, contract administration policies and procedures, as well as, information technology, facilities, equipment, and logistics to foster successful achievement of the organization's mission. Assist the DAMA in managing and overseeing ODNI military personnel, particularly their military billets. Work with the ODNI Senior Service Advisors, ODNI Military HR team, and DIA counterparts to ensure that the DAMA's direction and guidance on military personnel is appropriately executed. Monitor incoming memoranda, reports, tasks, and requests for information/comment; prioritize urgent items and research items of particular interest to DAMA. Manage and coordinate tasking responses, work activities, assignments, and projects internal to the organization, within ODNI, and across the IC, ensuring the effective completion of initiatives and requirements. Internal to DAMA, track and coordinate team input to DNI and PDDNI travel. Provide DAMA awareness on IC and ODNI policy, and serve as primary liaison to OGC to obtain legal guidance. Initiate and closely manage the coordination and collaboration of all issues to facilitate the DAMA's decisions or recommendations to the DNI on major or sensitive topics. Build and sustain strong partnerships across the ODNI, particularly staff directors and chiefs of staff, to ensure early awareness of topics and provide context and options DAMA. Develop and maintain internal and external networks of subject matter experts to facilitate support for DAMA and DNI/PDDNI requirements. Represent the DAMA within ODNI, IC, and USD(I&S) fora as needed. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. Qualifications Mandatory Requirements: Expert knowledge of the ODNI organization, policies and procedures. Superior organizational, managerial, and leadership skills, including the ability to effectively manage the professional development of staff employees. Ability to work effectively with personnel at all levels or in a team environment, build, and sustain professional networks with customers, colleagues, and other service providers; ability to coordinate, network, and communicate across ODNI, IC, and US Government agencies. Superior written and oral communication skills and demonstrated ability to produce clear, logical, and concise products for senior decision makers. Superior ability to plan, organize, schedule, and prioritize the organizational staff work load; ability to establish goals, manage workflow, and identify professional development needs for employees. Ability to work independently, displaying sound judgment and critical thinking skills; demonstrated strategic planning and ability to propose innovative solutions and implement change with resourcefulness and creativity. Broad knowledge of DOD and IC policies, strategies, doctrine, and capabilities. Desired Requirements: Strong knowledge of DoD organization and capabilities. Experience supporting senior-level principals on strategic IC mission and resource issues. Prior military and/or civilian experience working in a DOD element such as a Combat Support Agency, the Joint Staff, the Pentagon, or CCMD, or experience within the IC as the primary interlocutor to DoD organizations.
