Summary About the Position: This position serves as a senior level providing comprehensive explosives safety management services requiring the assessment of complex program elements involving munition operations, processes, and procedures. Responsibilities Direct, review, and serve as senior-level expert for explosives safety site and construction plans for ammunition and chemical facilities on operational necessity and adequacy of design. Serve as action officer managing explosives safety projects and programs for conventional and chemical ammunition, munitions of explosives concern, unexploded ordnance, and other comparable scope areas. Employ risk-management initiatives to mitigate the potential for explosives mishaps. Negotiate, coordinate, and interact with multiple levels of personnel to influence program goals, correct deficiencies, and resolve problems in the explosives safety program. Develop explosives safety site and construction plans and deviations for ammunition and chemical facilities. Specialized Experience: One year of specialized experience which includes: Experience implementing and interpreting explosives safety regulations and policies; Experience evaluating and resolving explosives safety problems; Experience reviewing risk assessments and developing required explosives safety submissions; and Experience developing explosives safety site plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Explosives Safety Information Explosives Safety Management Munitions Risk Analysis and Mitigation Negotiation Site Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
