Summary You will serve as a CONTRACT SPECIALIST in the Contracts Department of SOUTHEAST REG MAINTENANCE CTR SERMC. Responsibilities You will perform detailed analysis of responses to solicitations, including price reasonableness, requests for pre-award surveys, adequacy of competition, compliance with solicitation, and probability of meeting requirements. You will utilize automated procurement systems (e.g., Standard Procurement System (SPS) and Seaport-e). You will analyze allowable costs in accordance with well-established methods and guidelines. You will monitor contract performance and perform contract administration. You will ensure adequate contract oversight between the Contracting Officer's Representative and the contractor. You will create and review completed official contract file to determine that all contractual actions are satisfied, there are no pending administrative actions to be resolved, and all file documents are signed. Requirements Conditions of Employment Qualifications GS-12 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing contracting services such as pre-award and post-award functions including planning, soliciting, evaluating, cost/price analysis, negotiating and administering contracts cradle to grave; Experience planning acquisitions for standard or specialized services and commodities within established competitive markets, and where price competition exists utilizing Performance Work Statements and Quality Assurance Surveillance Plans; Experience determining appropriate contract type and method of procurement based on the nature of service required, urgency of need, estimated cost, market conditions, and applicable procurement policies and regulations; Experience performing market research, reviews specifications and statements of work, and established acquisition milestone plans. Specialized experience must demonstrate the following: Experience assisting performing contracting services such as pre-award and post-award functions including planning, soliciting, evaluating, cost/price analysis, negotiating and administering contracts cradle to grave; Experience reviewing requisition packages for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements; Experience assisting in determining appropriate contract type and method of procurement for a command; Experience assisting in performing market research and reviewing specifications and statements for a command.
