Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an IT SPECIALIST (PLCYPLN)-Title 5 OBO, Position Description Number T5905700 and is part of the WI 115 CS Wisconsin Air National Guard. Responsibilities - Analyzes requirements and establishes plans of action for improving IT applications. - Performs as plans and policy advisor to functional users of information technology. - Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems. - Implements IT and communications programs and special projects. - Assists with contracting functions and budget preparation. - Attends meetings and presents briefings. - Adheres to management control plan requirements by conducting self inspection and staff assistance visits. - Performs other duties as assigned. * This is NOT an all-inclusive list of duties. * This job is posted along with 24-271A IT Specialist (PLCYPLN)-Title 32 and only one position will be filled. Requirements Conditions of Employment - Federal employment suitability as determined by a background investigation. - May be required to successfully complete a probationary period. - Participation in direct deposit is mandatory. - May be subject to furlough actions. - Acceptance of a Federal position may terminate Tricare eligibility. - Males born after 31 December 1959 must be registered for Selective Service. - The incumbent must have, at a minimum, a completed National Agency Check(NAC) prior to position assignment. - The incumbent will be required to obtain and maintain a secret security clearance. - Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays. - Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives. Minimum requirements are specified in the most recent 8570 PD template on the A3CC Page of the GKO Portal at https://gkoportal.ng.mil/ang/A3/A3C/A3CC/Cyber%20Ops%20Templates/Forms/AllItems.aspx. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M Qualifications GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: To qualify at the GS-11 level, you must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience establishing and carrying out IT projects based on program goals and objectives. Candidate has experience allocating IT resources to include hardware and software. Experience interpreting policy and regulations. Candidate can clearly and concisely explain policy and regulations to higher level leadership. Candidate must have experience conducting meetings with relevant stakeholders. Education Substitution of Education for Specialized Experience - At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
