The primary purpose of this position is: To provide the command point-of-contact for the Postal Transportation Program. Strategically plans, develops, maintains, and manages mail transportation networks; and maintains and provides oversight for all command postal transportation requirements. Responsibilities Leads the development and integration of mail transportation networks and architectures for the entire USCENTCOM AOR serving 155 operational activities in 20 countries. Serves as the DoD Contracting Officer's Technical Representative (COTR) for a multi-million USPS air transportation contracts serving the USCENTCOM AOR. Conducts annual, in-depth operational assessments of all permanent and contingency Mail Control Activities (MCA), Fleet Mail Centers (FMC), Joint Military Mail Terminals (JMMT) and related transportation hubs within the USCENTCOM AOR. Convenes and coordinates with representatives of the USPS Eastern Region, Military Postal Service Agency, Joint Military Postal Activity-Atlantic, United States Transportation Command, Air Mobility Command, and corporate level commercial air carriers on postal transportation policies and operational matters. Oversees the in-depth analysis and interpretation of DoD, Department of Transportation (DoT), MPSA, U.S. Postal Service (USPS), Federal Aviation Administration (FAA), U.S. and foreign customs directives and policies that affect mail transportation networks. Exercises supervisory personnel management responsibilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles, practices and a comprehensive knowledge of USPS, DoD postal directives, regulations, and traffic management directives, guidelines, and processes. Applies extensive knowledge of each Service's structure and planning processes to provide integrated support and centralized management to postal services and operations as it relates to mail transportation activities such as aerial mail terminals, mail control activities, fleet mail centers, and their processes in an overseas theater environment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a wide range of DoD Service Components doctrine , policy directives, strategies, procedures, other federal agency rules, foreign host country customs and laws applicable to managing the DoD enterprise-wide postal transportation networks and activities. 2. Comprehensive knowledge of USPS, DoD and MPS organization, transportation and postal regulations, directives, management principles and operational procedures that effect worldwide transportation of mail. 3. Extensive knowledge and experience in coordinating and negotiating with military and civilian departments, air and surface carriers, foreign government officials and regulatory bodies on carriage rates, transit privileges and charges, special services, classification of commodities, and providing advisory service involving commodity analysis as it relates to mail transportation. 4. Ability to speak and write effectively on highly complex technical and sensitive issues; including preparing reports, metrics, analysis, and conducting briefings for General Officer and SES-level executive leadership. 5. Ability to analyze, plan and adjust work schedule to meet organizational requirements, resources, and timelines. 6. Ability to plan, organize, and direct functions of a small staff and multiple stakeholders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
