Jacobs is seeking a Community Planner to support the Civil Engineering Operations program at MacDill Air Force Base.

PROGRAM MISSION:

The Department of the Air Force 6th Contracting Squadron at MacDill Air Force Base, FL has a continuing requirement for base civil engineering services. This includes base operations support, engineering, management, maintenance and repair of facilities and infrastructure systems, construction management, minor construction, emergency management and response, environmental requirements and programs, real property management; material procurement and management, Civil Engineer (CE) deployment training and management and exercise support.

ROLES AND RESPONSIBILITIES:

The Community Planner will develop or review the production on a variety of projects, including facility planning, regional planning, construction planning, special project planning, safety site planning, and economic analysis as well as consider all aspects of facilities development including demographics, development trends, compatible land use, safety conditions, and knowledge of Air Force planning and programming procedures.

ESSENTIAL FUNCTIONS

  • Maintain a current copy of the Installation Development Plan and associated district and component plans in an electronic format.

  • Update plans annually in accordance with AFI 32-1015. Items to update include, but are not limited to, new/modified facilities, new/modified pavements, new/modified utilities, and mission changes.

  • Maintain and update Airfield and Airspace Siting Waiver Requests to meet the entirety of UFC 3-260-01.

  • Support the Installation Mission Sustainment Team

  • Community Outreach

  • Develop long range work plans for project development.

  • Oversee the production of a wide variety of facilities planning products and services.

  • Understand the integration of assets management technologies and investment strategies.

  • Lifting: Up to 50 lbs.: 10%

  • Special clothing/equipment (wearing): may be required to wear PPE – steel toed shoes, safety glasses and vest when entering construction sites. 20%

  • Unusual physical requirements: Sitting (50%), Standing (30%), Bending (10%), stooping (10%)

  • High noise level: Active Air Force Base 20%

Description of Work Environment:

  • Work is primarily indoors in an office setting – 70%

  • Inspections and surveys are outside – 30%

  • Extreme (hot/cold) temperatures involved: 20%

  • Hazardous conditions - Exposure to work sites 20%

  • Travel/transportation requirements: May require occasional local travel - 10%

Criticality of Attendance:

  • Work hours are normally 8 hours per day and 5 days per week, Monday-Friday. Regular attendance of scheduled hours is extremely important. Punctuality and regular attendance are necessary. Must have flexibility of workdays to cover weekends if required.

  • Bachelor’s degree in community planning from a program accredited by the Planning Accreditation Board.

  • Have or obtain WENG 519 Air Force Installation Planning Principals and WENG 520 Comprehensive Planning Development provided by AFIT

CERTIFICATE / LICENSE / REGRISTRATION:

  • Hold and Maintain Secret Security Clearance
