Overview

This position is responsible for the overall coordination of solicitations and development of contract documents associated with: - Purchasing of coal, fuel oil, and reagents (limestone, hydrated lime, PAC, and ammonia) - Marketing of coal by-products (synthetic gypsum, fly ash and bottom ash) - Coordinating Industrial Coal Services Activities - Arranging all transportation services associated with each product This position performs bid analysis, negotiates contracts, develops award recommendations, and monitors supplier/customer performance. This position is responsible for the management of the rail car fleet and associated maintenance and utilization.

Responsibilities

With direction, this position prepares term and spot solicitations for the purchase of coal, fuel oil and reagents, markets coal by-products, coordinates Industrial Coal Services accounts and all related transportation services associated with each to ensure the sufficient reliable supply of products and services. With direction, evaluates bids and negotiates with suppliers/customers to ensure the lowest product price for purchases and the highest value price for by-product sales, along with the best contract terms and conditions. Prepares award recommendations, contracts and contract amendments for legal department’s review and senior management approval. Follows corporate policies with high ethical standards in selecting bidders, evaluating bids, negotiating with suppliers/customers and recommending the award of contracts. With direction, ensures contracts are being fully complied with by both the utilities and the supplier. Ensures contract negotiations, communications and transactions are fully documented. Ensures each coal contract and all shipments are closely monitored for coal quality, quantity and deviations from contract specifications. With direction, monitors rail car condition, rail car maintenance contracts, and utilization of the rail car fleet required for the transportation of coal. Ensures that a sufficient number of rail cars are available in order to minimize transportation costs and avoid penalty payments for transportation of tonnage below contract minimums. Works closely with Legal, power plant management, Generation Services, Coal Services Coordinator, Power Supply and others to ensure the correct quality of fuel is purchased for efficient operation, for a competitive price, and for a term that allows the utilities to take advantage of changing market conditions. With direction, maintains bidder’s list of qualified suppliers and bidders of all products and services. With direction monitors critical contractual dates to ensure contract options are optimized and risk are minimized. With direction, coordinates, develops and assists in presentations and testimony before regulatory agencies (PSC, VSCC & FERC) and at the semi-annual fuel adjustment clause hearing. With direction, works with Legal to continuously improve and modify contract documents to ensure maximum value and manage risk. With direction, ensures all contracts are accurately kept in compliance with LG&E and KU Energy, the KPSC and other legal requirements. Verifies and recommends approval of coal, limestone/lime/reagent/Bulk Commodities, transportation and transportation equipment maintenance billings. With direction, provides Coal Supply and plant management with reports and analyses of trends, status, etc.

Qualifications

EDUCATIONALEXPERIENCE-Bachelor’s degree in engineering, science, mathematics or business. Must demonstrate high ethical standards, possess very good written and oral communication skills. Must be able to perform well in a team environment.;SPECIALQUALIFICATIONS-Advanced degree preferred.
