Job Summary

The Director, Community Resource Centers (CRC) provides strategic leadership in the development, integration and execution of the long-range operational, programming, evaluation, member, and community engagement strategy of the L.A. Care CRC program. The Director will serve as a visionary leader to engage and motivate the CRC management team with the purpose of positively transforming member and community engagement within the CRC network and their communities. The Director is accountable for implementing operational strategies that align with the broader L.A. Care enterprise goals driving positive member and community social support interactions and health care outcomes across the L.A. Care communities in which the CRCs are located.

The Director is responsible for the oversight of all the network of CRCs across Los Angeles County. The Director works with the CRC management team to identify technology and resources needed to improve efficiencies in operations and programming. The Director collaborates with other departments in the enterprise to inform and support center programming and services offerings.

This position works cross-functionally with leadership across the organization to ensure CRCs day-to-day operations are supported by the internal and external stakeholders. The Director will collaborate with relevant stakeholders to grow CRC brand awareness and build a strong and trusted presence among health plan members and community stakeholders. This position also plays a lead management role in the partnership with Blue Shield Promise Health Plan to operate the CRC network and lead meaningful discussions to evolve and innovate CRC strategies, programming and operations to best serve health plan members.

The Director will also support building and maintaining relationships with key external stakeholders such as local community leaders, community based organizations and others focused on health equity and serving underserved populations in Los Angeles County with an emphasis on affecting social drivers of health. The Director will direct all aspects of running an efficient and engaged team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.

Duties

Provides strategic leadership in the development, integration and execution of the long-range operational, programming, evaluation, member, and community engagement approaches for the L.A. Care CRC program.

Leads efforts to track and analyze key metrics and performance indicators for all CRCs.

Serves as a visionary leader to engage and motivate the CRC management team with the purpose of positively transforming member and community engagement within the CRC network and their communities.

Implements operational strategies that align with the broader L.A. Care enterprise goals driving positive member and community social support interactions and health care outcomes across the L.A. Care communities in which the CRCs are located.

Oversees the entire CRC network across Los Angeles County.

Works with the CRC management team to identify technology and resources needed to improve efficiencies in operations and programming.

Collaborates with internal stakeholders to inform and support center programming and services offerings.

Works cross-functionally with leadership across the organization to ensure CRC day-to-day operations are supported by internal and external stakeholders.

Collaborates with internal stakeholders to grow CRC brand awareness and build a strong and trusted presence among health plan members and community stakeholders.

Serves in an operational leadership role with the Community Resource Centers and the partnership with Blue Shield of California Promise Health Plan. Develops and implements a programming and operational strategy that meets the goals and objectives of the CRC program and the partnership with Blue Shield Promise Health Plan. Leads meaningful discussions to evolve and innovate CRC strategies, programming and operations to best serve health plan members.

Duties Continued

Promotes operational and program evaluation in order to maintain continuous improvement in alignment with industry standards.

Directs the building and maintenance of relationships with key external stakeholders such as local community leaders, community based organizations and others focused on health equity and serving underserved populations in Los Angeles County with an emphasis on impacting social drivers of health.

Develops goals, objectives and action plans for assigned staff including full management responsibility for the hiring, performance reviews, salary reviews and disciplinary matters for direct reporting employees. Responsible for the oversight of selected consultants/vendor contracts to provide event logistics, community outreach and program evaluation services. Implements annual CRC evaluation program in collaboration with Blue Shield Promise Health Plan. Manages the overall department budget, and allocates resources according to L.A. Care's organizational priorities. Directs staff , including, but not limited to: monitoring of day to day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others. Performs other duties as assigned.

Education Required

Bachelor's Degree in Public Health or Related Field

In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree in Public Health or Related Field

Experience

At least 7 years of public health, community relations or community engagement experience

At least 5 years of experience in a manager or director role in a public health, marketing or community relations, community engagement role in a health care, non-profit or government organization.
