Job Summary

The Data Governance Program Manager I is a vital entry-level member of the Data Governance Team. This position will manage one of the trusted domains for data governance in an entry-level capacity. This position will be training with management in domain management for data governance for a specific specialties. This position will coordinate all decisions with the management to ensure proper program deployment. This position will assist the Director of Data Governance in scheduling organized meetings, note taking, SharePoint Folder upkeep, and maintaining project and program calendars for a few distinct work streams.

The Program Manager I will collaborate and consult with key stakeholders at limited levels of the organization, including senior functional managers, on narrow work stream efforts. This position will assist in developing and documenting policies and procedures regarding the governance process for the specific area or domain. This Position will provide guidance on writing and improvement of existing and new business as well as information policies that codify data quality, availability, and security expectations, which are crucial to operationalizing L.A. Care's Data Governance and Quality initiatives.

Duties

Completes assigned tasks by the Data Governance Director promptly for specific domains (Provider, Clinical, Member, and claims and encounter).

Under the mentorship and direction of management, responsible for performing Data Quality tasks, including data definitions within Semantic Layer for a specific domain. Facilitate periodic audits to ensure the data quality rules and governance policies function as expected.

Document Data process using a SIPOCC (proprietary method) to inform current state and future state processes for Information Technology (I.T.) projects, Business, and senior leadership under the direction of the Director of Data Governance of Data Governance.

Collects meeting minutes and reports from individual work streams and organizes the documents into folders within Share Point as directed.

Document Data Governance requirements and policies and organizes meetings with key stakeholders in Business and I.T. to implement program guidance under the direction of a Director.

Assists in developing a domain-specific data quality program, including robust data remediation processes.

Collaborate with Enterprise Stake Holder to confirm the traceability of data rules to information policies and business policies.

Assists in developing enterprise-wide communications about data governance: education, issue awareness, data quality successes, and policy.

Bachelor's Degree in Health Administration or Finance

In lieu of degree, equivalent education and/or experience may be considered.

Experience

Required:

At least 5 years of proven experience in business process analysis.

At least 2+ years’ experience in Project Management experience in working on projects with business and or IT stakeholders.

At leas 1 year of experience required in Data Quality or Data remediation.

Preferred:

At least 2+ years’ experience with either master data management, data governance, data stewardship, and/or metadata management implementations.

Experienced in data review and remediation using data governance principles.

Previous health care or health insurance experience working in data management and data quality.

Experienced in the area of provider data, member demographic data and member health data.

Experienced using AXON or another program with Electronic Data Catalog features for data definitions.

Skills

Required:

Ability to complete assigned tasks by the Director in a timely manner for specific domain.

Ability to document data processes using a SIPOCC (Keller) method to inform current state and future state process for I.T. projects, Business and senior leadership if required.

Ability to perform analyses for data governance requirements and policies.

Ability to organize meetings with key stakeholders in business and IT to implement program guidance under the direction of the Director of the Data Governance department.

Work well in a stressful environment using deductive and critical thinking skills to resolve problems and issues for the program.

Must be proficient with Microsoft Office Suite, VISIO, MS Project and Share Point to set up and conduct meetings and to maintain documents to support the data governance program.

Must have exceptional verbal skills and written skills with strong email etiquette for communication with Senior Leadership , business and I.T..

Must have leadership qualities to lead team discussions.

Must be able to distil program work streams for senior enterprise leadership into concise verbiage in a slide deck for presentation.

Organized and has strong follow through for tasks with minimal supervision or guidance.

Must be able to work independently when required.

Must be able to understand and work in the IT environment and understand healthcare and payer applications or business process.

Preferred:

Working knowledge with Informatics' IDQ, MDM, and/ or data governance software suites.
