Procurement CoordinatorGrade 17Salary: $61,613 - $68,000The Research Foundation for Mental Hygiene, Inc. is seeking one (1) exceptional, highly motivated, detail-oriented Contract Specialist to be assigned to the team responsible for all agency non-competitive procurements in the Office of the Agency Chief Contracting Officer. The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the agency. Finance helps to ensure that programs and operations have the information, analysis, funding, and capacity to deliver critical services effectively and meet DOHMH's public health and racial equity objectives. Finance is organized into five bureaus, each led by an Assistant Commissioner: Bureau of the Agency Chief Contracting Officer; Bureau of Budget; Bureau of the Controller; Bureau of Finance Administration and Planning; and Bureau of Revenue.Job Duties and Responsibilities: As a Procurement Coordinator in the Bureau of the Agency Chief Contracting Officer (ACCO), your duties will include but not be limited to:•Prepare procurement documents, including Purchase Orders, Pre-Solicitation Reviews, Public Hearing Packages, City Record Notices, Responsibility Determinations, Determinations of Award, Renewals, and Modifications.•Utilize Agency and Citywide systems in the processing and approval of procurement actions and contract awards. Provide status updates in all systems on a regular basis. •Communicate with vendors to request required documents, and review submitted documents for completion and compliance with procurement rules and regulations.•Ensure potential contractors are both responsive and responsible.•Provide technical assistance to contractors to facilitate appropriate oversight approvals and clearances.•Ensure timely registration of contracts or purchase orders; accurately and efficiently manage procurements from time of assignment until registration stage.•Ensure that contract scopes are complete and meet the needs of the Agency.•Identify challenges and solutions on procurement matters; correspond with program and ACCO Senior Staff for rapid resolution. Participate in meetings concerning contract or purchase order portfolio and provide accurate status of procurement actions.•Promote increased utilization of City-Certified M/WBE vendors and assist in the achievement of other initiatives related to procurement.•Work on Special Project as necessary.Minimum Requirements/Preferred Skills: 1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: purchasing, procurement, evaluation, contract negotiation/management, fiscal/financial management; or2. An associate degree or 60 or more credits toward a baccalaureate degree in a business or Finance related field from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA) with two years of experience in one or more of the following fields: purchasing, procurement, evaluation, contract negotiation/management, fiscal/financial management; or3. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: purchasing, procurement, evaluation, contract negotiation/management, fiscal/financial management; or4.
