Position Title: Roadway Engineer*                             * Department: Road*                                          * Civil Service Status: Unclassified FLSA Classification: Exempt Probationary Period: (1) One Year General Purpose for Job: Design roadways and oversee construction and maintenance projects. Reporting Structure for: Roadway Engineer Department Administrator: County Engineer  First-level Supervisor: County Engineer Supervises: Road Maintenance Superintendent, Construction Inspector, Roadway Technician, and Miscellaneous Seasonal Workers * In addition to providing direct supervision to this position, the Road Engineer manages, through first-line supervisors and work coordinators, the work of the Highway Maintenance Supervisor-Road, Highway Maintenance Worker-Road I, IA, II, IIA, III, IIIA, IV, and Miscellaneous Seasonal Workers * DUTIES *(The duties listed below are illustrative of the work performed by this classification.  All duties are essential functions of the job unless otherwise noted.  The percentage of time allocated to each group of duties is approximate.) 50%  -  Manage the county road program and department

Establish the department's short and long-term goals and objectives

Establish annual program of maintenance, construction and rehabilitation for roads

Develop and implement department programs and services necessary and/or desirable to the County's residents and the Engineer

Interpret and ensure adherence to applicable federal, state and local codes, ordinances, regulations and laws

Develop and administer the annual budget for the department

Estimate material and tools, equipment and vehicles needed to perform the work. Oversee process to purchase equipment, vehicles, tools and supplies.

Manage department staff directly and through first-line staffReview application materials; select interviewees and conduct interviews. Review recommendations of first-line supervisors.

Develop, implement, and oversee orientation and training programs for new employees including proper work and safety procedures

Review first-line supervisor's staffing plans; determine staffing requirements for timely completion of work

Review employee record of time worked to verify accuracy. Review work in progress for status and safety.  Adjust work methods as necessary to ensure timely completion and high quality of work.  Review work upon completion; scheduling additional work as needed

Evaluate employee performance; confer with supervisors and work coordinators regarding individual employee performance; counsel employees regarding performance issues

Ensure compliance with the Engineer's employment-related policies and procedures

Recommend disciplinary action as necessary

Ensure effective communication of information to all employees

Oversee the inspection of roadways and drainage; recommending and designing repairs and scheduling necessary work. Meet with township and village representatives to discuss and negotiate road and drainage projects

Accept and respond to inquiries and complaints from county residents
