Description Navarro Research and Engineering is recruiting a Task Order Manager. Navarro Research & Engineering is an award-winning federal contractor dedicated to partnering with clients to advance clean energy and deliver effective solutions for complex challenges in the nuclear and environmental fields. Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense. We are seeking a highly skilled and experienced Task Order Manager to oversee comprehensive investigation and remediation projects at NASA Glenn Research Center, including both the Lewis Field and Neil A. Armstrong Test Facility. The ideal candidate will have a robust background in managing soil and groundwater remediation projects, with a strong preference for experience in Ohio. Knowledge of local and federal environmental regulations, including CERCLA, is essential. Key Responsibilities: Lead the planning, execution, and completion of investigation and remediation projects under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), and other applicable regulations. Manage project teams to ensure on-time delivery, within budget, and in compliance with technical requirements and environmental standards. Oversee site investigations, feasibility studies, remedial designs, and the implementation of remedial actions for contaminated sites. Coordinate with Ohio EPA and adhere to state-specific regulations and guidelines for environmental remediation. Engage with community stakeholders and conduct public meetings to communicate project status and address concerns. Implement land use controls and perform maintenance activities, including landfill cap integrity inspections and landfill gas monitoring. Prepare and manage project documentation, including technical reports, remediation plans, and compliance records. Requirements Bachelor's degree in Engineering, Environmental Science, or related field. A Master's degree is preferred. Minimum of 8 years of experience in environmental project management, with at least 5 years focused on soil and groundwater remediation. Previous experience working in Ohio on environmental remediation projects is highly desirable. Ohio Professional Engineer (PE) license preferred but not required. Strong understanding of CERCLA, RCRA, and other relevant environmental laws and regulations. Proven track record of successfully managing large-scale remediation projects, with the ability to oversee multiple tasks and teams simultaneously. Excellent communication skills, with experience in public engagement and stakeholder management. Ability to work collaboratively with federal and state agencies, contractors, and community groups. Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
