Supervise, direct and train level 1, 2 and 3 technicians involved in quality control work and technical direction of activities in the testing laboratory(s). To inspect for and develop specific solutions and/or courses of action to correct non-conformance, accept, and/or reject materials and work performed (as needed) primarily in paving projects to ensure compliance with applicable codes and/or specifications.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
With direction from the Area QC Manager, supervise level 1, 2, and 3 QC laboratory and/or field technicians to plants and/or projects, based on project schedules.
With direction from the Area QC Manager, train level 1, 2 and 3 QC laboratory and/or field technicians involved in laboratory quality control work.
Assists the Area QC Manager with employee evaluations for level 1, 2, and 3 QC technicians.
Regularly communicates significant problems areas and changing laboratory staffing needs to the Area QC Manager.
Perform inspections (may include NDE) and witnesses tests as required of aggregates and final product.
Assist QC Area Manager with coordinating or directly obtaining samples and performing tests, calculations and inspections of aggregate, asphalt mixtures, and/or concrete mixes, and in-place materials. Perform mixture testing for the assigned area as needed.
Prepares test reports, maintain accurate statistical records and quality control documents in accordance with Certified Material Producers Program requirements for the Area QC Manager.
Evaluates test results for compliance with the specifications.
Has the authority to make discretionary adjustments to mix designs or aggregate production blends to ensure compliance with the specifications based on evaluations of test results on material components and final product properties.
Assists the Area QC Manager in coordinating or directly prepares all mix designs as directed by the Area Management or Area QC Manager based on plant needs and project schedules. Assists the Area QC Manager in or directly prepares and submits mix design paperwork with the approval of the Area QC Manager.
Assists the Area QC Manager with internal audits/inspections of laboratories to ensure compliance with DOT specifications.
Attends all DOT laboratory audits and makes the required corrections.
Coordinates calibration and adjusts measuring/test equipment to ensure accuracy.
Assists the Area QC Manager with calibration and adjustment of the production plant(s).
Assists the Area QC Manager with material price adjustment (penalty/bonus) documentation and appeals.
Assists the Area QC Manager with preparation of quality control procedures (QA/QC Plans) and review other QA/QC procedures for compliance with quality control requirements.
Assists the Area QC Manager with materials inventory control.
Assists QC Area Manager in the operation, maintenance, and control of work area, equipment, and supplies, in compliance with appropriate safety regulations and policies.
Train level 1, 2 and 3 QC laboratory and/or field technicians involved in laboratory quality control work.
Bachelor’s degree or equivalent experience in discipline including a high familiarity of QC standards, procedures, and applicable codes is essential.
Asphalt materials testing experience is required
Ability to analyze complex situations regarding mix design and non-conformance; develop alternative solutions and implement appropriate action required
Certification for the materials primarily tested preferred
Strong quantitative and analytical skills
Must have good organization skills
Must be quick to adapt and able to thrive in a fast paced, high pressure environment
Good PC skills--proficiency in Microsoft Word, Excel and Heavy Job essential
Problem solving skills with attention to detail
Self-motivated; ability to work independently
Good written and verbal communication skills
