Job Title: Proposal/IDIQ Manager

Job Description:

This is a dual-role Manager position; directly reports to the Chief Operating Officer. As Proposal Manager, responsible for business opportunity pipeline, and all proposal development and production. Coordinates and develops proposals, bids, and quotations to produce highly professional and compliant responses to requests for information, sources sought announcements, requests for proposal, data calls (when subcontracting), etc. Assembles proposal teams that have the skills to prepare and submit a winning proposal. As IDIQ Manager, will be responsible for managing the to-be-awarded OASIS+ IDIQ Contract for both the unrestricted award and the small business (SB) contract through an already established SB Joint Venture. This is primarily a stand-alone role working with an already established in-place Proposal Coordinator. Remote work is allowable for this position; travel to our La Plata, Maryland Corporate Headquarters or other locations as required to support proposal development activities.Commensurate performance based bonus is possible based on Corporate revenue and growth.

Proposal Manager Primary Duties and Responsibilities

  • Supervise Corporate Proposal Coordinator

  • Oversee all proposal activities, guides/directs the proposal team from initial bid decision through proposal submission by developing compliant proposal outlines/templates, schedules, and milestones; oversees color team reviews, interacting with SMEs and subcontractors; and drives the progress of the proposal

  • Simultaneously manage multiple proposals with varying degrees of complexities and stages of production

  • Partner with Chief Growth Officer (CGO)/Capture Manager to develop and integrate win themes and solution strategies

  • Develop outlines for writers and matrices for compliance; writes up to full sections of management and technical volumes

  • Lead team to develop and submit response to Government Q&A

  • In conjunction with the CGO, authors and conducts Gate Reviews for presenting to corporate executives for decision path

  • Issue assignments to members of the proposal team based on proposal requirements and schedule; delegate tasks and writing assignments to all involved in the proposal process

  • Collaborate with technical subject matter experts to gain information required to write technical portions of the proposal

  • Work with CGO, COO, Division Directors and Director of Contracts for accomplishing price-to-win strategy to include labor category mapping

  • Resolve internal proposal team issues/conflicts

  • Participate in Black Hat reviews

  • In conjunction with IT Director, research and present findings to executive team on commercial proposal automation software for potential investment into emerging technologies

  • Develop and establish a repository of templates standard language, exhibits, and graphics

  • Establish and maintain a win-loss information tracking database to include lessons learned

OASIS+ IDIQ Manager Primary Duties and Responsibilities

  • Oversee and manage the OASIS+ IDIQ Contract (upon award), including task order review for pursuit determination and if pursued, then move to leading pursuit as Proposal Manager

  • Primary interface with already established SB JV related to OASIS+ SB, including task order review for pursuit determination with Proposal Manager lead determined through JV entities

  • Upon task order award, work collaboratively with Division Director and assigned Project Manager to ensure stand-up and transition-in actions are met for day-one start, then turn over all operations to division for execution of work

  • Work with Contracts Department and Program Management Office to ensure any CDRLs at the IDIQ level are met in accordance with contract reporting requirements

  • Conduct IDIQ Program Management Reviews with the Contracting Officer Representative, as required

Required Qualifications

Proposal Manager:

  • Fifteen years’ proposal management experience as a Proposal Manager (five years of this experience as a Proposal Coordinator will be highly considered for years experience)

  • Eight years’ experience managing, tracking, and reporting on several projects/proposals simultaneously in different stages of completion

  • Eight years’ experience analyzing, identifying, and correcting data issues and creating compliance matrices

  • Eight years’ experience managing time-sensitive projects that require close attention to detail

  • Proven ability in planning, producing, and delivering compliant proposals (evaluated during interview)

  • Documented win-rate success against proposed opportunities (evaluated during interview)

  • Demonstrated experience in managing geographically dispersed organizations and teams

IDIQ Manager:

  • Five years’ experience as a Program/Project Manager or Capture Manager

  • Three years’ experience managing and capturing IDIQ task orders

  • Broad knowledge of federal procurement practices and commonly-used contract vehicles (OASIS, ASTRO, Alliant, Seaport NxG, etc.)

  • Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)

  • Ability to coordinate across multiple matrixed resource teams and influence those not in your direct line of authority

  • Demonstrated track record of developing and executing capture strategies to achieve/exceed revenue targets

  • Demonstrated experience in managing geographically dispersed organizations and teams

Managerial qualities:

  • Exceptional writing and communication skills, and the ability to articulate clearly and influentially

  • Ability to work effectively with executive staff, administrative support teams such as Contracts, Security, and Division leadership

  • Effectively and efficiently organize resources to meet strict timelines

  • Multi-task among numerous RFP’s, RFIs, etc.

  • Very detailed, organized and meticulous

  • Highly proficient in Microsoft Office suite applications

Desired Qualifications

  • Bachelor’s Degree in Business Administration, Management, or HR related discipline

  • Association of Proposal Management Professionals certification(s)

  • Project Management Professional certification

Education Requirements:

  • Associates Degree
